Mr. Thomaides moved for adoption of the Ordinance on third <br />and final reading, and Mr. Guerrero seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Diaz, Guerrero, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />NAY: Mihalkanin. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Arts Commission. Mr. Thomaides moved to appoint M. Jason Cade and Mr. <br />Guerrero moved to appoint Edward Bergin. On roll call the following vote <br />was recorded: <br /> <br />Cade: <br /> <br />Diaz, Narvaiz, Thomaides and Bose. <br /> <br />Bergin: <br /> <br />Guerrero, Mihalkanin and Taylor. <br /> <br />Mayor Narvaiz introduced a public hearing regarding increasing the rate for <br />collection and disposal of residential solid waste. Mr. O'Leary stated in <br />Section 3.3 of the residential solid waste service contract, Texas Disposal <br />System is requesting a 6% increase to their fees. He stated the <br />modification of rates is based on the CPI index for urban wage earners, and <br />clerical workers and the gasoline index. He stated the new rate will total <br />$15.07. Mayor Narvaiz opened the public hearing and asked if anyone wished <br />to speak. 1) Dianne Wassenich stated she feels Texas Disposal System is a <br />very environmentally intelligent firm. She encouraged the Council to <br />consider changing the trash service to once a week if that would reduce the <br />rate. She stated this would be worth investigating. Ms. Wassenich stated <br />landfills eventually fill up, so we need to do a better job recycling. She <br />felt citizens would recycle more if they only had once a week pickup. <br />There would be less pollution with reduced pickups. She asked the Council <br />to look at this possibility in the next survey. Mayor Narvaiz asked if <br />anyone else wished to speak. No one did, so Mayor Narvaiz closed the <br />public hearing. Mr. Taylor inquired as to the increase calculations. Mr. <br />O'Leary stated there was some confusion, and we are seeking clarification <br />and agreement on the formulation. The calculation did not include this <br />year. We do not think the gas prices will continue to rise. Mr. Thomaides <br />inquired whether the original contract included a CPI index for increases. <br />Mr. O,Leary stated the increase is within the allotted amount of the <br />original contract. He stated TDS would like to explain the spill in the <br />
