17 8.00PM Public Hearing to receive comments for or against Ordinance 2011 -07 amending <br />the Official Zoning Map of the City by rezoning 1.572 acres, more or less, out of the B.F. <br />Donaldson Addition located at 328 South Guadalupe Street. from "CC" Community <br />Commercial District to "GC" General Commercial District, including procedural provisions <br />and consider adoption of Ordinance 2011 -07 . <br />At approximately 8:15 p.m. Mayor Guerrero opened the Public Hearing. <br />There being no further comments, the Public Hearing was closed at 8:15 p.m. <br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to adopt Ordinance 2011 -07 on the first <br />of two readings. The motion carried <br />18 8.00PM Public Hearing to receive comments for or against Ordinance 2011 -08 pertaining <br />to two contiguous tracts of land out of the J.M. Veramendi Survey So. 2. Abstract No. 17, <br />located on Telluride Street near Post Road ; approving an amendment to the Future Land Use <br />May from " C " Commercial to "MDR" Medium Density Residential for an 8.38 acre, more or <br />less tract of land and from "HDR" High Density Residential to "MDR" Medium Density <br />Residential for a 9.87 acre more or less, tract of land; amending the Official Zoning May of <br />the City by rezonin2 said 8.38 acre tract from "GC" General Commercial District to 'IMF-12" <br />Multiple - Familv Residential District and said 9.87 acre tract from "FD" Future Development <br />• District to "MFR" Multiple- Family Residential District; and including procedural provisions; <br />and consider adoption of Ordinance 2011 -08. <br />At approximately 8:19 p.m. Mayor Guerrero opened the Public Hearing. <br />Nick Doncov, 461 Briarwood, submitted a written statement on this issue to Council. He spoke <br />against the Aspen Heights project and is concerned about the urban sprawl that it could create. <br />Don Briggs, 470 Briarwood, stated that his main concern is the privacy of the people who have been <br />living there for 25+ years. The Aspen Heights folks talk about a 25 ft buffer zone, but he already <br />deals with that and these apartments can see into my house and see right over the trees. The buffer <br />zones are being destroyed. He also stated that watershed is another problem. <br />Dianne Wassenich, 11 Tanglewood, stated that she thinks the Council needs to be thinking about all <br />the apartments going on here. She doesn't believe the figures, and that we need to fmd out how <br />many apartments we have in San Marcos. <br />Gerry Halfrich, 340 Briarwood, stated that he had concerns with the drainage problems that the <br />Aspen Heights project would cause and asked that Council please not allow something that would <br />put them at risk. <br />• <br />
