Sofia Nelson, Senior Planner and Matthew Lewis, Interim Director of Development Services, • <br />presented City Council with the most up -to -date recommendations from the Planning and Zoning <br />Commission. Council provided direction to staff. Keep article 4. Keep 40+ acre option in the code. <br />Council wanted to see the Planning and Zoning Commission's recommendations first before <br />deciding on Historic Preservation. Council supported changing the name to San Marcos SmartCode. <br />Council consensus was to go with Planning and Zoning's recommendation on Height restrictions. <br />Parking, ensures a parking district plan and use LDC parking requirements. Council asked staff to <br />bring back options for possible incentives (energy, architectural, transportation, infill, downtown <br />only, etc.). <br />5. Executive Session <br />In accordance with the Texas Government Code § 551.071 to receive advice of legal counsel <br />regarding: <br />A. The City of San Marcos' rights and obligations under a Chapter 380 Economic Development <br />Agreement with Stone Creek Crossing, L.P. <br />The Executive Session adjourned at 7:06 p.m. on Tuesday, April 5, 2011. <br />6. Invocation <br />Pastor Adam Schlindler from Three Rivers Church provided the invocation. <br />7. Pledge of Allegiance a <br />Craig Chambers a 5th grader from Hernandez Elementary School's Ambassadors club led the <br />assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />Clint Gardner, 125 Edgewood Dr., voiced his concerns with Riata Pass item. He understood it has <br />been withdrawn temporarily by the developer, but expects them to be back. Mr. Gardner stated that <br />if you try you probably couldn't find a worse plan to put two neighborhoods together. It is 40 feet <br />from his property to the Edward's Aquifer. 90,000 gallons of water passes through there and <br />anything in our yards go through it. He invited Council to see their neighborhood before making up <br />their mind on this item. <br />Thea M. Dake, 220 North Johnson Avenue, asked that Council include architectural standards for <br />the downtown area in the SmartCode. She stated that historic preservation is the ultimate recycling <br />tool. We need leadership that cares about our history, community, families. <br />Alan Cameron, 2600 Hunter Rd. #1115, spoke about our veteran's and what we should be doing for <br />them. Hays County recently lost our VSO officer. Mayor Narvaiz developed a veteran's advisory <br />subcommittee many years ago. He believes that committee is ineffective. He asked Council to <br />entertain the retirement of that subcommittee and consider creating a board that reports directly to <br />the Council with issues. 0 <br />
