• Ryan Perkins, 727 W. Hopkins, stated that we have come a long way with the SmartCode, and wished <br />to thank everyone for going through the process and working with all of us. This document hits on all <br />the points. He stated he was in favor of the current condition of the SmartCode. He would like to see a <br />parking management plan included. The architectural standards are important as guidelines and <br />requirements; we need some type of lists that developers can use to move us in the right direction. <br />Monica McNabb, 2006 Martins Crest, represented the SM Board of Realtors. She stated that they felt <br />like everyone should be behind the SmartCode. They felt it will provide a new market/product for the <br />community that is demand. Staff has worked very hard. Collective desire of the community in this <br />code. She shared the same sentiment for wanting to better San Marcos. <br />Dianne Wassenich, 11 Tanglewood, cautioned the Council that lining CM Allen and our parks system <br />with 6 stories or taller building is something that you really need to think about before you allow that. <br />Rob Roark, 1804 Hunter Rd, stated that Portland had the SmartCode and it had detrimental effects. He <br />grew up in Charleston and saw what happened to the businesses that were there before the buildings <br />went up. They had to move because of all the increases in property values. Look at this as a balance. <br />John David Carson - spoke on behalf of himself and his family. They sent a letter in support of this <br />item. Something that has been needed for a long time. Articles 3 & 4 about the 40 acres allows for <br />growth. It is critical to have tl -t3 for these areas and developers have to provide all of them for <br />options. Council has a real opportunity to think about how we will grow. We have been using the <br />• LDC and sprawling single family proposals. This will help not to extend into the ETJ and provide <br />walkable alternatives. Article 4 has been taken out and I don't see the need to do anything else. <br />Parking, SmartCode requires parking on site. Preservation, HPC guidelines are still required. <br />Difference between what is on and off the square. As far as, architectural standards he felt that we <br />needed to get this adopted and we can continue that discussion and incorporate it later. <br />There being no further comments, the Public Hearing was closed at 8:25 p.m. <br />NON - CONSENT AGENDA <br />25. Reconsider Ordinance 2011 -07 amending the Official Zoning May of the City by rezoning <br />1.572 acres, more or less, out of the B.F. Donaldson Addition, located at 328 South Guadalupe <br />Street, from "CC" Community Commercial District to "GC" General Commercial District, <br />including procedural provisions and declaring and effective date. <br />No action taken. <br />26. Reconsider Ordinance 2011_ -09 pertaining to a 48.36 acre, more or less, tract of land out of <br />the Eliiah Clark Survey No. 11, Abstract No. 83, located at 508 Craddock Avenue and the 1500 <br />Block of Old Ranch Road 12 at the southeast corner of Craddock Avenue and Old Ranch <br />Road 12, amending the Future Land Use Map from "LDR" Low Density Residential, "C" <br />• Commercial and "OS" Open Space to "MDR" Medium Density Residential for parts of a 41.11 <br />
