Reconsider Ordinance 2011 -12 amending the San Marcos Horizons City Master Plan by removing the Hushson Drive - Ramona Circle connector between Craddock Avenue and Old Ranch Road 12 from the thoroughfare plan; and includine procedural provisions; and declarine an effective date. No action taken. 28. Consider adoption of Ordinance 2011 -13 amending chapter 86, article 3, division 2, • industrial waste discharge resulations. of the San Marcos City Code by repealing article 3. division 2 in its entirety and replacine it with a revised article 3. division 2; authorizing the issuance of individual wastewater discharge permits; providing for monitoring, compliance, and enforcement activities; establishine administrative review procedures; requiring user reporting; and providine an effective date. MOTION: Upon a motion made by Council Member Jones and a second by Council Member Terry, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -13 on the first of two readings. The motion carried. 29. Consider adoption on the first of two readings of Ordinance 2011 -14 amending the Traffic Resister maintained under section 82.067 of the San Marcos City Code to establish a parking restriction to prohibit parking, Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. on the north side of the 1400 — 1500 block of Owen Street; and includine procedural provisions. MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member Thomason, the City Council voted (7) for and (0) opposed, to postpone item #9 until the next regular meeting on April 19, 2011.
