• 30. Consider adoption on the first of two readings of Ordinance 2011 -15 amending the Traffic <br />Register maintained under section 82.067 of the San Marcos City Code to change the parking <br />restrictions in the 100 block of Concho Street from "no parking — any time' to "no parking. <br />Monday — Friday 8:00 a.m. to 5:00 mm:" and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to postpone item #9 until the next regular <br />meeting on April 19, 2011. The motion carried. <br />31. Discuss and consider adoption of Ordinance 2011 -10 amending section 4.3.4.2 of the Land <br />Development Code pertaining to the issuance of conditional use permits for on- premises <br />consumption of alcoholic beverages in the central business area zoning district: increasing the <br />number of unrestricted permits from 12 to 14, providing that conditional use permits for on <br />premises consumption in the central business area district shall be issued to a particular <br />building; providing for revocation of permits for non -use; removing limits on gross receipts <br />from the sale of alcoholic beverages previously applied to holders of restaurant permits; <br />eliminating gross receipts reporting requirements; reducing the required number of entrees <br />from eight to three; providing for review of this ordinance by the City Council within one year <br />of its adoption, providing a savings clause, providing for the repeal of any conflicting <br />provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />• Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -10 on the <br />first of two readings with direction to staff to look at other options for redevelopments and CUPS <br />going with the applicant. The motion carried. <br />32. Hold discussion and consider adoption of Resolution 2011 -44R petitioning the Texas <br />Alcoholic Beverage Commission to issue an order prohibiting the possession of an open <br />container or the public consumption of alcoholic beverages in the central business area of the <br />City of San Marcos. Texas; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member <br />Scott, the City Council voted (7) for and (0) opposed, approved Resolution 2011 -44R. The motion <br />carried. <br />33. Consider appointments to the Human Service Advisory Board and CAPCOG Clean Air <br />Coalition. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council Member <br />Jones, the City Council voted (7) for and (0) opposed, to appoint Jane O' Rourke to the Human <br />Service Advisory Board. The motion carried. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Porterfield, the City Council voted (7) for and (0) opposed, to appoint Council Member Chris Jones <br />to the CAPCOG Clean Air Coalition.
