• b. Provided that the User's laboratory result for COD is within twenty percent <br />of the City's laboratory result, the lower reading of the two sample results will <br />be used for surcharge determination. If the difference in results between the <br />two samples exceeds twenty percent, a portion of the original sample will be <br />submitted by the City to a third laboratory and the result obtained will be used <br />for surcharge calculation. <br />c. A request for resampling must be submitted by a User in writing to the <br />Director. Only one resampling will be performed during the one year period <br />following the City's sampling. The User will be charged a $75.00 fee for <br />resampling. Resampling will only be performed if the User has modified or <br />installed new, permanent pretreatment facilities, or if the User has made a <br />significant change in process operations as described in the request for <br />resampling. <br />d. The test parameter for all sampling will be Chemical Oxygen Demand <br />(COD). <br />5. Sampling Results; Surcharge Participant List; Testing Fee. <br />a. Users whose sample result under subsection 4 above exceeds 350 mg /l of <br />COD will be placed on the surcharge participant list. <br />is b. Users whose sample result under subsection 4 above is 350 mg /l of COD or <br />less will not be included on the surcharge participant list. These Users will <br />continue to be monitored on an annual basis. A duplicate of the annual sample <br />will be furnished to the User if requested. <br />c. If a monitoring sample result under subsection 5 (b) above exceeds 350 mg /l <br />of COD, the User will be placed on the surcharge participant list. <br />d. Users on the surcharge participant list will have a sewer surcharge <br />determined under subsection 6 below added to their monthly sewer bill, and <br />will have a testing fee of $24 per sample port added to their monthly sewer <br />bill. <br />6. Sewer Surcharge Determination <br />a. Surcharge rate: COD (mg /1) <br />Rate ($ /lb) <br />351-500 <br />0.09 <br />501-600 <br />0.14 <br />601 & above <br />0.30 <br />The rate is not incremental. The COD reading will determine the surcharge <br />• rate for a user's entire discharge. <br />45 <br />
