She thanked the school for <br />having a great speaker. 4) Mayor Narvaiz stated she participated in <br />National Night Out and thanked the neighborhoods for their support of this <br />program. 5) Mayor Narvaiz stated National League of Cities is asking for <br />Resolutions from Cities to be submitted. She stated if any Council Member <br />wishes to submit a Resolution to contact the City Clerk before the next <br />Council Meeting. 6) Mayor Narvaiz thanked Melani Howard for her work at <br />the Nature Center. 7) Mayor Narvaiz stated she spoke to the Board of <br />Realtors about the City's financial forecast. <br /> <br />Mayor Narvaiz introduced for consideration joint public hearing of City <br />Council and Planning and Zoning Commission regarding the Planning and <br />Zoning Commission's Draft Map for the proposed citywide Rezoning, and <br />receive Planning and Zoning Commission's Draft Map and explanation of how <br />Map was prepared; and approval of an Ordinance on first reading, the <br />caption which was read as the follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AND ADOPTING A NEW OFFICIAL CITY ZONING MAP FOR THE CITY; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Roll was called for the Planning and Zoning Commission. (Present: Mr. <br />Steed, Mr. Thorton, Mr. Terry, Mr. Forrester, Ms. Robertson, Mr. Becerra. <br />Absent: Mr. Hutchinson, Mr. DeSoto and Mr. Gonzales). Mr. Thornton, <br />Chairman of Planning and Zoning Commission, thanked the Council for the <br />opportunity to bring a Zoning Map in two phases. He stated the City is <br />changing its rezoning categories to reflect the new Land Development Code. <br />He stated each Planning and Zoning Commissioner took a different sector of <br />the City to review. He stated open houses, public hearings, and special <br />meetings were held to inform the public. He stated the property owners who <br />wished to seek a different zoning designation completed forms and were <br />provided information. Ms. Robertson stated she is pleased with the <br />rezoning process. She stated the Planning and Zoning Commission provided <br />thoughtful consideration of each case. Mayor Narvaiz thanked the Planning <br />and Zoning Commission for their hard work. Mayor Narvaiz opened the joint <br />public hearing and asked if anyone wished to speak. 1) Sheri Bilson <br />thanked the Planning Department for their hard work. She encouraged the <br />Council to keep the Weatherford property zoning as FS6. 2) Lorraine <br />Spencer thanked the Planning Department for their hard work in the Citywide <br />rezoning project. She encouraged the Council to approve the Ordinance. 3) <br />Mark Doehne stated his property has been in his family for 50 years. He <br />requested the Council change the zoning of his property from FS6 to TH. He <br />stated he feels his property meets the requirements of Townhouse zoning. <br />4) Terry Ellison stated he is the property owner of property #36, 37 and 38 <br />on the map provided by the Planning Department. He requested the Council <br />change his property zoning from R-1 to Neighborhood Commercial. He stated <br />he settled for Neighborhood Commercial, but feels his property is better <br />
