He stated since June the City has trimmed the trees <br />which impacted emergency vehicle access, and the Fire Department has <br />determined that there is now adequate access to property. He stated the <br />City researched the right-of-way, which did not provide conclusive <br />information regarding the amount of the right-of-way available on Ramsay <br />Street. Mr. Mihalkanin stated he was quoted out of context by the <br />University Star regarding this zoning request, He inquired as to the <br />number of units permitted in MF Multiple-Family District. Cecil <br />Pennington, Assistant Director of Planning Department, stated this property <br />is approximately 1.88 acres, which will allow 28 units under this zoning <br />category. Mr. Mihalkanin inquired as to the amount of land being used for <br />parking. Mr. Pennington stated the preliminary platting will address <br />parking and right-of-way issues. Mr. Mark Taylor stated the Council <br />originally was concerned with the right-of-way to Spring Lake Hills <br />neighborhood. He stated resources show a 30' right-of-way went to a tract <br />off LBJ. He stated this is a private right-of-way, which will not allow <br />the traffic to go through. On roll call for adoption of the Ordinance, <br />the following vote was recorded: <br />AYE: Diaz, Guerrero, Narvaiz, Thomaides, Bose and Taylor. <br />NAY: Mihalkanin. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2004-2005 AND 2005-2006 CITY BUDGETS TO PROVIDE TEMPORARY <br />FUNDING FOR HOUSING AND RELATED EXPENSES FOR EVACUEES OF HURRICANE <br />KATRINA; AND DECLARING AN EMERGENCY. <br />Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. <br />Mihalkanin seconded the motion. Mr. O'Leary stated the President has <br />declared a disaster in the State of Texas, which makes funding available <br />through FEMA to provide interim housing for Katrina evacuees. He stated <br />the State of Texas Emergency Management has provided a process for FEMA <br />reimbursement to local jurisdictions. The only method of interim housing <br />must be administered through local governments, which up front contracts <br />must be established for housing and other needs. He also stated the City <br />will be contracting with local apartments and FEMA will be reimbursing the <br />City. The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Narvaiz introduced for consideration approval of City Council Meeting <br />dates: A. City Council Workshop for a State of the City Address to be held
