He <br />stated San Marcos has great resources and they need to be brought together. <br />He stated it is productive to focus on the future. He stated he plans to <br />bring more global perspective forward and show what he will bring to San <br />Marcos. The Council agreed by consensus to adopt the Resolution after the <br />Executive Session. <br /> <br />The Council agreed by consensus to hold Executive Session after the <br />discussion items of the end of the meeting (see page 9) . <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Nancy Hanks <br />Ellis stated she attends the Aquatic Aerobics classes at the Activity <br />Center. She stated the rates for the classes have been raised from $240.00 <br />annually to $540.00 annually. She stated her class has gone from 22 people <br />to 8 people. She feels many senior citizens can no longer afford these <br />classes. She also stated she feels the solution is to allow participants <br />to pay a discounted rate of $370.00 for anyone who pays cash or uses a <br />credit card for electronic fund transfers. 2) Bruce Usher stated he is a <br />new resident to San Marcos. He stated when he and his wife moved to San <br />Marcos they immediately got a Library card and joined the Activity Center. <br />He stated he participates in the Aquatic Aerobics classes and the increase <br />is too much for senior citizens on a fixed income. 3) Edward Davis thanked <br />the Council for their help with the hurricane victims. He stated he wished <br />to speak on Item 29, a discussion regarding the TNR program. He stated the <br />TNR program has saved over 300 animals in the last 5 years. He stated he <br />feels the TNR program will reduce the burden on taxpayers, save money and <br />lives. 4) Sharri Boyett stated she wished to speak on Item 29, a <br />discussion regarding the TNR program. She stated she feels the TNR program <br />will prevent unwanted litters. She encouraged the Council to support an <br />ordinance for animal safety in motor vehicles. 5) Donna Bellion stated she <br />wished to speak on Item 29, a discussion regarding the TNR program. She <br />stated she is a member of the Animal Shelter Advisory Board and San Marcos <br />Mutt Strutt. She encouraged the Council to approve the TNR program. She <br />provided a handout to the Council regarding unspayed animals. 6) Michael <br />Carpenter stated he wished to speak on Item 29, a discussion regarding the <br />TNR program. He encouraged the Council to support the TNR program. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the City <br />has received funding for the 2004-06 Home Grant for owner occupied homes. <br />He stated anyone who qualifies would need to contact the Planning and <br />Development Department for an application. 2) Mr. O'Leary stated there are <br />several Resolutions on the Agenda regarding awards of Grants. He stated <br />the City received grants for WIC program, crime victim service unit, San <br />Marcos Interpretive Center, purchase of generators for the Fire Department, <br />and for Fire Department training and equipment repairs. <br />
