<br />1.2.8 Serve as a liaison between the City and TDHCA and/or HUD during any review or <br />monitoring visit by either entity. <br /> <br />1.3 TASK 2 - FINANCIAL MANAGEMENT <br /> <br />The Consultant will: <br /> <br />1.3.1 Assist the City in proving its ability to manage the grant funds to the TDHCA's audit <br />division. <br /> <br />1.3.2 Assist the City in establishing and maintaining a direct deposit bank account and/or <br />separate local bank account, journals and ledgers. <br /> <br />1.3.3 Assist the City in submitting the required Direct Deposit Authorization form, the Texas <br />Application for Payee Identification Number, the Identification of Contract Administrator form <br />and any other forms required by TDHCA. <br /> <br />1.3.4 Prepare all fund draw downs on behalf of the City in order to ensure orderly and timely <br />payments to all contracting parties within the allotted time period. <br /> <br />1.3.5 Review invoices received for payment and file back-up documentation. <br /> <br />1.3.6 Assist the City in establishing procedures to handle the use of any Program income. <br /> <br />1.4 TASK 3 - ENVIRONMENTAL REVIEW <br /> <br />The Consultant will: <br /> <br />1.4.1 Perform environmental assessment and provide documentation as necessary and <br />requested by the City. <br /> <br />1.4.2 Coordinate environmental clearance procedures with other federal or state agencies and <br />interested parties responsible for implementing applicable laws. <br /> <br />1.4.3 Document consideration of public comments. <br /> <br />1.4.4 Prepare any required re-assessment of environmental assessment and provide <br />documentation to the City and TDHCA as necessary. <br /> <br />1.5 TASK 4 - PREPARATION OF CONSTRUCTION DOCUMENTS <br /> <br />The Consultant will: <br /> <br />1.5.1 Provide design drawings and technical specifications for the rehabilitation or <br />reconstruction of residences, prepared by an engineer or architect who is licensed and/or <br /> <br />Langt{.lrd Contract <br /> <br />3 <br />
