5 acres (multiplied by) 77 units (multiplied by) 2.1 residents per unit) (divided by) 1,000 <br />which equals 0.8085 acres parkland dedication required. This equates to payment of <br />$20,212.5 fee -in -lieu of parkland dedication. <br />For the purposes of this PDD, parkland dedication shall be calculated based on the <br />number of bedrooms as follows: <br />5 acres (multiplied by) 230 bedrooms (divided by) 1,000 which equals 1.15 acres <br />parkland dedication required. This equates to payment of $28,750 fee -in -lieu of <br />parkland dedication. <br />6.05 Environmental & Water Quality Standards <br />On -site water quality and detention measures to control stormwater runoff will be <br />required with the development of this site in accordance with the City of San Marcos <br />LDC. This project will adhere to a minimum of 85% TSS removal, and no construction <br />shall begin until all required City Plans are approved and a SWPPP is prepared. The <br />85% TSS removal will be accomplished utilizing a TCEQ- approved BMP as defined by <br />TCEQ Document RG -348, City of Austin approved BMP measures, or other BMP <br />measures approved by the City of San Marcos Permit Center Manager. All BMP's shall <br />be designed and maintained by the property owner to achieve the performance standard <br />of 85% TSS removal. Approved vegetative buffers and filters shall not include invasive <br />species. <br />Storm water runoff shall utilize various Low Impact Development (LID) techniques <br />through Integrated Management Practices (IMPs) including, but not limited to, cost - <br />effective landscape features located at the surface level and protection of sensitive <br />natural features and natural processes. LID techniques allow for greater development <br />potential with less environmental impacts through the use of smarter designs and <br />advanced technologies that achieve a better balance between conservation, growth, <br />ecosystem protection, public health, and quality of life. <br />Prior to beginning any construction activities on the Project Site, permanent erosion and <br />sedimentation controls shall be installed. The type and adequacy of the erosion and <br />sedimentation controls shall be subject to approval of the Permit Center Manager prior to <br />installation. All erosion and sedimentation controls shall be monitored and maintained at <br />all times during the construction process. <br />Detailed water quality and detention measures, BMP's, LID techniques and erosion and <br />sedimentation controls are included as Exhibit D. <br />6.06 Impervious Cover Limitations on Steep Slopes <br />The Project Site was previously developed with various uses including an old <br />homestead, restaurant and associated parking areas. The locations of these uses were <br />graded, leveled and prepared accordingly. While these uses were developed prior to the <br />adoption of the existing code, the civil site work done in association with these uses <br />created level areas within the project site with artificial areas of significant slopes <br />separating the level building areas. Additionally, the demolition of the previous <br />structures and clearing of vegetation on the site created additional areas that may <br />require stabilization and restoration in accordance with City standards. <br />The City's LDC indicates the following impervious cover limitations on steep slopes: <br />15 <br />
