This log shall be open to inspection by city inspectors at reasonable times. (2) Maintaining rock covered points of ingress and egress sufficient to permit inspection of all drainage and erosion control features and facilities required under this article. (3) Daily cleanup of paved streets and of drainage areas impacted by on site or offsite construction. {0 Duly authorized city inspectors may lawfully enter onto the land or premises where property owners are required to maintain drainage facilities, at reasonable times, for the purpose of inspection of the maintenance required. The director of eity engineeri.!!g shall inspect the premises of each facility approved pursuant to this article at least once per year. Where noncompliance is found, the city shall request in writing that the property owner comply. This notice shall describe the measures required to be taken. If, within 30 days of the period of time specified in the notice, the maintenance required is not accomplished, the city may take one or more of the following actions: ill bBring an action in a court of competent jurisdiction to require the property owner to accomplish the necessary maintenance. (2) Perform the required maintenance, bill the property owner for the cost of the maintenance, and record a lien against the property served by the drainage facilities. SECTION 5.
