(a) The fee for the license required under this division is established by the city council. Fee- exempt licenses may be issued for the following: (1) Police or sheriffs department dogs. (2) Dogs trained to work for the blind or the hearing impaired. (b) Eligibility for fee-exempt licensing does not relieve the owner of any responsibility under other sections of this division. Sec. 6.059. Issuance. (a) Upon compliance with this division, the ehief-animal services manager control officer shall issue a durable tag, imprinted with an identifying number and the year of issuance and designed so that it can be conveniently fastened to the animal's collar. (b) Licenses are valid for a period of one year from the date of licensing. (c) The owner of each animal licensed under this division shall keep the license tag securely fastened around the neck of the animal at all times by means of a collar or harness. Sec. 6.060. Transferability. No person shall use a license tag for any animal other than the one for which it was issued under this division. If there is a change in ownership of a licensed animal, the new owner shall have the license transferred to the new owner's name. Application for transfer shall be made in person to the ehief-animal services manager control officer. Sec. 6.061. Revocation. (a) Upon petition by the ehief-animal services manager control officer, the municipal court judge may revoke an animal's license after a hearing for anyone or more ofthe following reasons: (1) Impoundment of the animal at the animal shelter more than three times during any l2- 8
