He spoke on the topic of creation health principals which CTMC practices. <br />Creation health is a growing faith based philosophy that focuses on the creation, enhancement, <br />restoration and promotion of good health. Mr. Huenergardt stated that CTMC shows their <br />dedication to creation health through a variety of ways including be an entirely smoke free <br />campus since 2008, offering healthier and fresher foods in their cafe, and their institute for <br />healthy living is offering free health education classes and screening services. He informed <br />Council of an initiative that will be rolled out next year that will cause tobacco users to pay a <br />higher premium than non - tobacco users. The reason for this is because smoking still remains the <br />leading cause of preventable death in America today. He stated that since CTMC was taking <br />steps to improving the health of its patients and associates that he expected City leaders to do the <br />same. He continued that our beautiful San Marcos has an opportunity to add something to its <br />many attributes by becoming a smoke -free City. <br />Dianne Wassenich, 11 Tanglewood, spoke on behalf of the San Marcos River Foundation, and <br />stated that item #16 is not an item that they can support. They believe that stage 3 is part of the <br />water conservation long term plan. She stated that she understood the reasoning and logic <br />behind stage 3, but urged Council to consider the points that she wrote in the letter that she <br />provided earlier in the day. She suggested looking at the stage 3 specifics and find the particular <br />items that the Council is unhappy with and perhaps temporarily suspend those, but don't get rid <br />of stage 3 while the rest of the region is going through stage 3. She reminded Council that it is <br />very important to their long range water plan that they try and remain consistent and that we <br />don't get set back in our efforts. She urged the Council to read what she submitted to them <br />regarding the RIP computer models. <br />• <br />CONSENT AGENDA <br />9. Consider approval of the June 21, 2011. Regular Meeting Minutes. <br />10. Consider adoption of Ordinance 2011 -29. on the second of two readings, amending <br />section 2.351 of the San Marcos Citv Code changing the composition of the Convention <br />and Visitor Bureau Advisory Board to provide for a designated representative of <br />Centro Cultural Hispano de San Marcos to serve on such board. providing a savings <br />clause: providing for the repeal of any conflicting provisions: and providing an effective <br />date. <br />11. Consider adoption of Resolution 2011 -80R approving the terms and conditions of an <br />Interlocal Agreement with Texas State University -San Marcos for the performance of <br />Archaeological Services; authorizing the Citv Manager to execute this Agreement on <br />behalf of the Citv; and declaring an effective date. <br />12.Consider approval of Resolution 2011 -81R approving the terms and conditions of an <br />Interlocal Agreement with the Citv of Irving allowing the Citv's participation in a <br />• Cooperative Purchasing Arrangement, authorizing the Citv Manager to execute this <br />
