Edwards Aquifer Authoritv or surface water pumping restrictions recommended or imposed by the Guadalupe- Blanco River Authoritv; including procedural provisions; and declaring an effective date. MOTION: Upon a motion made by Council Member Thomason and a second by Council Member Scott, the City Council voted (6) for and (1) opposed, Council Member Prather, to approve Ordinance 2011 -31, on the first of two readings, temporarily suspending the implementation of stage 3 water use restrictions through October 1, 2011 unless necessary to achieve ground water pumping limitations imposed by the Edwards Aquifer Authority or surface water pumping restrictions recommended or imposed by the Guadalupe - Blanco River Authority, as previously captioned. The motion carried. 17. Consider the proposed dates as recommended by Staff for two Special Meetings related to the FY 2011 -2012 Budget Workshops, two Public Hearings on the FY 2011- 2012 Tax Rate Ordinance, and a Public Hearing on the proposed FY 2011 -2012 Budget. Economic Development San Marcos Board The Council made the following appointments: A. Ethics Review Commission: Gloria Fortin B. Economic Development San Marcos Board: Dr. Gene Bourgeois, Provost Texas State University. 19. Hold discussion regarding the consideration of options for a public smoking policv and provide direction to staff. Following discussion, Council directed staff to move forward with a non - binding initiative and with the planning of two public meetings. 19.1. Hold discussion regarding possible Propositions to be included on the Ballot for the November 8. 2011 Election, and provide direction to Staff. Following discussion, City Council had no addition propositions to be included on the ballot for the November 8, 2011, but would like to see additional data from the student • organization HeliOS regarding the banning of plastic bags for a future agenda.
