<br />(1) The extent to which the land covered by the proposed PDD fits one or more of the <br />special circumstances in section 94.216(b) warranting a PDD zoning classification. <br /> <br />(2) The extent to which the proposed PDD furthers the policies of the city master plan <br />generally, and for the sector in which the PDD is located. <br /> <br />(3) The extent to which the proposed PDD will result in a superior development than could <br />be achieved through conventional zoning classifications. <br /> <br />(4) The extent to which the proposed PDD will resolve or mitigate any compatibility issues <br />with surrounding development. <br /> <br />(5) The extent to which public involvement was used to make the PDD a better project for <br />the entire community. <br /> <br />Sec. 94.229. Changes to a PDD application. <br /> <br />Features of the land use plan or the development standards may be modified throughout the review <br />and adoption process in response to continued refinements and negotiations regarding the terms <br />of the PDD. Items may be added to improve the plan, and objectionable features of the plan may <br />be removed. Amendments may not, however, include an enlargement of the size of the PDD <br />without submission of a new PDD application. <br /> <br />Sec. 94.230. Notice of planning and zoning commission public hearing. <br /> <br />The planning director will cause notice of the planning and zoning commission public hearing on <br />a proposed PDD to be sent to the owner of the property and to adjacent property owners in <br />accordance with the provisions of state law and chapter 114 of this Code. <br /> <br />Sec. 94.231. Planning and zoning commission recommendation. <br /> <br />Within 30 days of receipt of a completed PDD application and applicable fees, the planning <br />director will forward the PDD application to the commission along with the staff report. The <br />commission will hold a public hearing regarding the proposed PDD, in accordance with the <br />procedures that apply to zoning map amendments. The commission will consider the applicant's <br />information, the staff report, and public input, and will make a recommendation to the council for <br />approval, approval with modifications, or denial of the application. <br /> <br />Sec. 94.232. Council action; recording of development standards. <br /> <br />(a) The council will review the recommendation from the commission, conduct a public hearing, <br />and vote to approve or deny the application, in accordance with the procedures that apply to zoning <br />map amendments. <br /> <br />7 <br />
