RFP 211 -037 <br />purchases and payment transactions will be made directly between the successful <br />Proponent and the requesting entity. Any exceptions to this requirement must be <br />specifically noted in the proposal response. <br />K. "GREEN" PROCUREMENT: It is the City's objective to be proactive with regard to <br />the environment. The City encourages "Value Purchasing" of environmentally friendly <br />products. Proponents are encouraged to clearly identify any green solution in their <br />proposals or a proponent may propose a separate alternative "Green" solution proposal, <br />in a separate envelope marked "Green Solution ". The Green solution alternative <br />proposal will meet the minimum performance, and delivery standards. <br />L. PROTESTS: A protest to the City's consideration of any proposal must be submitted <br />in writing and received by the Purchasing Manager no later than 5 calendar days after <br />the proposal due date. A written reply to the protest will be sent to the protesting <br />proponent by the City's Purchasing Manager. The protest must contain: <br />1. Identification of the statute or procedure that is alleged to have been violated; <br />2. A precise statement of the relevant facts; <br />3. Identification of the issues to be resolved; and <br />4. Aggrieved party's argument and supporting documentation. <br />M. PRE - PROPOSAL CONFERENCE: A pre - proposal conference is scheduled for all <br />prospective proponents on April 12, 2011 at 2:00 p.m. DST in the Human Resources <br />Training Room, Municipal Building — 1St Floor, 630 E Hopkins Street, San Marcos, <br />Texas. Proponents are highly encouraged to attend this conference. Proponents will <br />make their attendance a matter of record by completing a sign -in roster identifying the <br />prospective proponents by the name of the Proponent business and the title of the <br />attending proponent representative. <br />1. The purpose of the pre - proposal conference is to: <br />a) Insure proponents have a clear understanding of the City's needs; <br />b) Insure the accuracy of specifications, descriptions, and solicitation terms, <br />conditions, and documents; and <br />c) Identify any problems which might prevent the City from obtaining the proper <br />services at a fair and reasonable price, or any issues that inhibit a fair and <br />accurate solicitation or restrict competition. <br />2. Any changes resulting from the pre - proposal conference affecting specifications, <br />the scope of work, or which may require an extension to the proposal due date <br />will be reduced to writing in the form of an addendum to this solicitation. <br />15 <br />
