<br />Service Plan <br /> <br />Southwest San Marcos Annexation <br /> <br />4. Solid Waste Collection <br />Solid Waste Collection services, currently provided under contract with Browning Ferris, Inc., <br />will be made available to all residences on the effective date of the annexation. Current <br />services include: <br />. Twice-a-week curbside pickup in gO-gallon rolling carts <br />. Once-a-week curbside recycling <br />. Twice-a-month scheduled pickup of bulky items like brush, tree limbs, furniture, <br />and appliances <br /> <br />Residents of the annexed area may elect to continue using the services of a private solid <br />waste hauler for a period of two years after the effective date of the annexation. Businesses <br />and institutions must make arrangements with private solid waste haulers, in accordance with <br />existing city policies. <br /> <br />5. Operation and Maintenance of Water and Wastewater Facilities <br /> <br />a. Water <br />Portions of the proposed annexation area are served by the Crystal Clear Water Supply <br />Corporation. Existing customers of Crystal Clear will continue to be served by that company <br />and will see no change in service or fees as a result of the annexation. <br /> <br />Other portions of the proposed annexation area are currently served by the City of San <br />Marcos. The City will continue to provide maintenance of these water lines. <br /> <br />As new development occurs within the City's service area, the City will provide water service <br />to the property in accordance with the city's development ordinances and utility extension <br />policies in place at the time of development. Upon completion and dedication of the new <br />facilities to the city, the city shall provide on-going maintenance and operation of those <br />facilities. <br /> <br />b. Wastewater <br />Upon annexation, the City will provide maintenance of any existing public wastewater <br />facilities. In addition, the City will provide an extension of the City's wastewater system to <br />areas shown on the attached Map 2 within 2Vz years from the date of annexation. Remaining <br />portions of the annexation area are not proposed for the extension of the City's wastewater <br />system, on the basis that those portions of the annexation area differ significantly in land use <br />and population density from existing residential areas within the City. State law does not <br />require that a uniform level of full municipal services be provided to each area of the City if <br />different characteristics of land use and population density constitute a sufficient basis for <br />providing different levels of service. <br /> <br />November 20, 2001 <br /> <br />Page 2 of 4 <br />
