Service Plan

Southwest San Marcos Annexation

6. Ooeration and Maintenance of Roads and Streets
Approximately 56/300 linear feet (10.7 miles) of roads are included as part of this annexation.
Routine maintenance of existing public roadways in the annexed areas will begin on the
effective date of the annexation. Routine maintenance includes pot hole patching, crack
sealing, street cut repairs, and base failure repairs.

In addition to routine maintenance, the City will evaluate and prioritize the streets within the
annexation area as part of the City's on-going program of street rehabilitation. Some of the
streets, especially in the older subdivisions, may qualify for this type of work and will be added
to the program.

The City will also provide the following additional services, as needed:
. Installation, replacement, and maintenance of street signage and traffic signals
. Striping of roadways
. Street sweeping
. Street debris removal

As new development occurs within the annexed area, the developers of property will be
required to construct streets in accordance with the city's existing subdivision policies. Upon
completion and dedication of new facilities to the city, the city shall provide on-going operation
and maintenance for those facilities.

7. Electric Service
Most of the proposed annexation area is outside the service area of the San Marcos Electric
Utility and is served by the Pedernales Electric Cooperative (PEe). The northeast portion of the
proposed annexation area is located within the San Marcos Electric Utility (SMEU) service area.
This annexation will not result in any change in services or fees for either PEC customers or
SMEU customers.

Within the SMEU service area, service will be provided in a manner consistent with existing
policies for the extension of electrical service to new developments.

The City will provide streetlights based on the desire of residents within both the SMEU and
PEC service areas.

8. Ooeration and Maintenance of Parks, Plavarounds, and/or Swimmina
Pools
Approximately 157 acres of city-owned greenspace exist within the proposed annexation area.
The City will continue maintenance of this area. No developed public parks, playgrounds, or
swimming pools currently exist within the proposed annexation area.

The same standards and policies now established and in force within the city limits will be
followed in maintaining and expanding recreational facilities to serve the annexed area. Upon
annexation, the owners and residents of property located within the annexed area shall be
entitled to the use of all municipal parks and recreational facilities, subject to the same
restrictions, fees, and availability that pertains to the use of those facilities by other citizens of
the city. Many of these services are provided to San Marcos citizens at lower in-city rates.

November 20/ 2001
