Present Regulatory Action Plan to the City Council for approval. <br /> <br />[two meetings] <br /> <br />PHASE II-PREP ARA TION OF THE LAND DEVELOPMENT CODE <br /> <br />General Approach to Preparation of Code (Phase II) <br /> <br />Phase II is intended to result in production of the new Land Development Code for the City of <br />San Marcos. Although many formats are possible, the Consultants would organize the Code into <br />major divisions that follow the general land use powers of the City, such as zoning regulations, <br />subdivision regulations, environmental regulations, etc. The Consultants will incorporate the <br />organizational preferences of City staff into the format of the Code, in concert with appropriate <br />public input, in order to ensure that the new Land Development Code is as user-friendly as <br />possible for all who utilize it (e.g., City staff, the development community, project design <br />planners and engineers, etc.). <br /> <br />Task 2.1 Prepare public review draft of Land Development Code. <br /> <br />A. Based upon the Regulatory Action Plan approved in Task 1, the Consultants will <br />prepare the initial draft of the text of the new Land Development Code under the <br />preferred format (as determined in Task 1.4). The Engineering Consultants will <br />make detailed recommendations regarding revisions to the City's technical <br />design standards and environmental regulations during the drafting of the new <br />Code, and will develop interim watershed protection rules or measures. <br /> <br />B. Present the initial draft of the new Land Development Code to City staff and to <br />the Technical Advisory Committee for review and comment, and make any <br />revisions deemed necessary following this dialog. (For this task, the draft Code <br />will be presented by element or by groups of elements or common subject matter <br />in order to allow an organized and sequenced approach to review and revision.) <br /> <br />C. Conduct informal public review workshops on the new draft Code with the <br />Steering Committee, Planning & Zoning Commission and City Council. <br /> <br />D. Revise draft Code in accordance with informal meeting results. (The product of <br />this task is a complete draft of the Code ready for public review and adoption.) <br /> <br />E. Make the draft Code text and all relevant commentary available to the City's <br />webmaster for inclusion (or linking) to the City's web site. At the City's request, <br />the Consultants will provide the various work products in a format that is <br />suitable for this purpose. <br /> <br />[eight meetings] <br />
