Mr. O'Leary stated Council discussed two possibilities of development incentives. The Council received advice from outside counsel regarding the appointees' contracts. He stated the Council also provided direction regarding a proposed downtown development. Mayor Narvaiz introduced the Citizen Comment Period. No speakers signed up to speak during the Citizen Comment Period. Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not have a staff report for this meeting. ~-~ Mayor Narvaiz introduced the City Council's Report. 1) Mayor Narvaiz welcomed everyone back from the Holidays. She stated she looks forward to working with the new Council Meeting day, time and the agenda changes. 2) Mayor Narvaiz stated the Lions Club is hosting a Harlem Ambassadors exhibition basketball game. She stated the Harlem Ambassadors will be playing representatives from the City and County on January 19, 2005, at the San Marcos High School. 3) Mayor Narvaiz stated local businesses are hosting a Red Cross fundraiser to benefit the Tsunami victims. She stated cobblers will be sold at the River Pub Restaurant during January, with 100% of the proceeds benefiting the Red Cross. Mayor Narvaiz introduced for consideration approval of minutes of the Special Meeting held December 13, 2004, approval of minutes of the Regular Meeting held December 13, 2004, approval of one Ordinance on second reading, adoption of one Ordinance on third and final reading, and adoption of ten Resolutions, on consensus. The Council removed Item 11, approval of Ordinance on second reading, Items 13, 15, 16, 17 and 21, adoption of Resolutions, to be considered separately.
