<br />Regular Meeting <br /> <br />January 4, 2005 <br /> <br />3. <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />REVISING THE CITY'S ELECTRIC UTILITY <br />KILOWATT HOUR ENERGY CHARGE FOR <br />PROCEDURAL PROVISIONS. <br /> <br />THE CITY OF SAN MARCOS, TEXAS, <br />RATE SCHEDULES TO INCREASE THE <br />ALL CUSTOMERS; AND INCLUDING <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on second reading, and <br />Mr. Bose seconded the motion. Mr. Bose inquired what rate Texas State <br />University will pay. Mr. O'Leary stated there are different rate <br />classifications, residential rate and a Cogen rate. He stated the <br />University will pay the Cogen rate, because they have a generator on <br />campus, which produces electricity. He stated the new rate for the <br />University is a monthly fee of $22,500.00, plus an energy charge of .00715 <br />cents per kilowatt per hour. He also stated the University will pay the <br />same fees LCRA charges the City for generated electricity, transmission <br />costs and administration fees. Mr. Bose inquired whether Texas State <br />University has their own utility department to take care of the electrical <br />needs of the University. Mr. O'Leary stated Texas State University takes <br />care of their utility needs. The Council then voted unanimously for <br />approval of the Ordinance on second reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 13, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE PURCHASE OF SEVEN FORD CROWN VICTORIA POLICE <br />INTERCEPTOR VEHICLES FOR THE POLICE DEPARTMENT FROM PHILPOTT MOTORS, <br />INC. THROUGH THE TEXAS BUILDING AND PROCUREMENT COMMISSION; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE PURCHASING DOCUMENTS <br />WITH THE STATE ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Diaz seconded <br />the motion. Mr. Bose inquired what criteria the City uses for replacing <br />vehicles. Mr. O'Leary stated due to budget restraints the City has not <br />been able to use the criteria developed for vehicle replacements. Chief <br />Williams stated he feels police patrol cars should be replaced at 65,000 <br />miles, but because of budget restraints these vehicles have been kept <br />longer with good maintenance. He also stated he feels these vehicles have <br />now become unsafe to use as pursuit vehicles. Mr. Mihalkanin stated he <br />feels if the City is unable to replace vehicles at the routine schedule, <br />then a lower number of vehicles should be replaced to avoid purchasing a <br />large number of vehicles in one year. Chief Williams stated he would like <br />to replace six vehicles a year. Mr. Bose stated he feels regular <br />maintenance on high mileage vehicles should extend the life of the <br />vehicle. Chief Williams stated maintenance on high mileage pursuit <br />vehicles becomes very expensive. Mr. Thomaides inquired what number of <br />
