Rob Roark, 1804A Hunter Rd, spoke against Items # 22, 23, and 25. Median income a few years <br />ago was about $32,000, now it's about $28,000 - $29,000 in this City. What about the cost to <br />Citizens? He urged Council to tax where taxes should be. <br />John Thomaides, 813 Arizona St, stated that he appreciated the update on the Victory Gardens <br />Neighborhood projects from CIP Director, Linda Huff, and Mr. Jim Nuse's updates. He stated <br />that these planned improvements may not get done, but it is apparent by the questions that <br />Council asked that they are dedicated to this project, and they appreciate the thorough update. <br />Gaylord Bose, 19 Nevada St, representing the Main Street Board for Item #29. The Community <br />provided feedback years ago through a survey say that downtown revitalization is important. We <br />want our vision in full effect once the University's improvements are completed. Dreams are <br />great, but you have to have a little bit of money. A TIF downtown with the County moving out <br />would have outstanding opportunities. <br />Scott Gregson, 120 W. Hopkins, Thanks City Council and Staff for moving this project <br />downtown along. He spoke representing the Downtown Association and also as a property <br />investor and resident. This TIF allows a sustainable investment from the Council, and the first <br />step in the revitalization process. This is a critical year because appraisals are coming in much <br />higher. The Downtown Association voted unanimously in support of this. <br />CONSENT AGENDA <br />11.Consider approval of the September 6, 2011, Regular Meeting Minutes. <br />12.Consider approval of Ordinance 2011 -48, on the second of two readings, amending the <br />City's 2010 -2011 Budget to authorize the expenditure of $195,080 from Fund Balance in <br />the General Fund to provide an additional $100,000 for payment of unemployment <br />compensation and termination leave, and an additional $95,080 for the purchase of fuel <br />and lubricants; eliminating the Internal Service Fund for Capital Replacement and <br />transferring the balance of the fund to the General Fund; and providing an effective <br />date. <br />13.Consider approval of Ordinance 2011 -49, on the second of two readings, amending <br />Chapter 34, Article 3, Division 4, Public Nuisances, of the San Marcos City Code by <br />adding a new Section 34.107 to prohibit the possession of an open container or the <br />public consumption of alcoholic beverages in the Central Business Area from 10:00 <br />p.m. to 2:15 a.m.; establishing a penalty for the violation of this Ordinance; providing <br />for publication; and providing an effective date. <br />14.Consider approval of Resolution 2011 -105R approving an agreement between the City <br />and K. Friese and Associates, Inc., in an amount not to exceed $61,534.00 for the <br />provision of professional engineering services in connection with the Franklin Lift <br />Station Force Main Extension Proiect contingent upon the engineer's provision of <br />sufficient insurance in accordance with the attached agreement; authorizing the City <br />Manager to execute this agreement on behalf of the City and declaring an effective date. <br />
