ATTACHMENT A <br />SCOPE OF SERVICES <br />FRANKLIN LIFT STATION FORCE MAIN EXTENSION <br />PHASE II — DESIGN & BID PHASE SERVICES <br />1. Plan Preparation — For purposes of this proposal, it is assumed that the <br />interceptor will be approximately 2,300 linear feet in length. Once the horizontal <br />alignment has been finalized, KFA will develop construction plans, contract <br />documents and technical specifications. Construction plans will include notes, <br />plan and profile sheets, erosion and sedimentation controls, tree protection, and <br />traffic control sheets. <br />2. Technical specifications will be prepared for the project based on City of San <br />Marcos standards, and KFA will coordinate with the City to incorporate front end <br />and contract documents to the final bid document set. <br />3. KFA will provide 50% and 100% submittals to the City of San Marcos for review <br />and comment. Submittals will include 2 sets of full size drawings at each <br />submittal phase, and technical specifications at the 50% and 100% submittal <br />phases. Each submittal will also include an updated project cost estimate. The <br />final submittal will include one full size set of reproducible construction plans and <br />complete set of contract documents and technical specifications and one <br />electronic set of construction plans, contract documents and technical <br />specifications. <br />4. Develop construction cost estimates for the project at each plan submittal. <br />5. Quality Assurance /Quality Control — The QA/QC task includes review of the work <br />at various stages of progress as well as review of all materials to be submitted. <br />6. Permitting — An Organized Sewage Collection System Plan approved by the <br />Texas Commission on Environmental Quality will be required and provided to the <br />City prior to construction as the project lies within the Edwards Aquifer Recharge <br />Zone. <br />a. KFA will prepare and submit the OSCS to the TCEQ. <br />7. KFA will prepare a Final Design Report documenting the rationale for pipeline <br />design and alignment selection. <br />8. KFA will assist the City of San Marcos during the Bid Phase with contract <br />document distribution, conducting the pre -bid conference and bid opening, and <br />providing assistance throughout the bidding process. Services during the bid <br />phase will include: <br />a. Attend pre -bid conference. KFA will attend the pre -bid conference <br />document any questions and any responses provided at the meeting, and <br />issue a follow -up addendum if necessary. <br />b. Interpret plans and specifications and draft addenda, as necessary, for <br />issuance by the City of San Marcos. Preparation of one (1) addendum <br />has been assumed for budgeting purposes.
