<br />Regular Meeting <br /> <br />November 15, 2005 <br /> <br />41 . <br />Page 7 <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 4 2 5 I(J) OF THE CITY LAND DEVELOPMENT CODE TO ADOPT <br />SIGN DESIGN GUIDELINES FOR THE DOWNTOWN HISTORICAL DISTRICT; INCLUDING <br />PROCEDURAL PROVISIONS, AND PROVIDING FOR PENALTIES <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak No one did, so Mayor Narvaiz closed the public hearing Mr Diaz <br />moved for approval of the Ordinance on first reading, and Mr Guerrero <br />seconded the motion Mr Diaz thanked the Planning and Zoning Commission <br />for a great job of revising sign design guidelines for the Downtown <br />Historic District Mr Mihalkanin inquired as to concerns with having to <br />have old historic documentation to show the history Lila Knight, Historic <br />Preservation Commissioner, stated historic documentation is critical to <br />making their case Mr Mihalkanin inquired as to whether there were any <br />rules for documentation of history being used by the Historic Preservation <br />Commission during their consideration Ms Knight stated she will make <br />notation to change the forms to include historic documentation The <br />Council then voted unanimously for approval of the Ordinance on first <br />reading <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows <br /> <br />I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2 067 OF THE CITY CODE TO ALLOW MEMBERS OF THE SAN <br />MARCOS INDUSTRIAL DEVELOPMENT CORPORATION BOARD TO SERVE ON OTHER CITY <br />BOARDS AND COMMISSIONS, INCLUDING PROCEDURAL PROVISIONS, AND DECLARING <br />AN EMERGENCY <br /> <br />Mr Mihalkanin moved for adoption of the Ordinance on emergency, and Mr <br />Guerrero seconded the motion, which passed unanimously <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2 362 OF THE CITY CODE TO CHANGE THE COMPOSITION OF <br />THE SAN MARCOS YOUTH COMMISSION, INCLUDING PROCEDURAL PROVISIONS, AND <br />DECLARING AN EMERGENCY <br /> <br />Mr Mihalkanin moved for adoption of the Ordinance on emergency, and Mr <br />Guerrero seconded the motion, which passed unanimously <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows <br />
