<br />Attachment A <br /> <br />Housing Market Analysis <br />Scope of Work <br /> <br />The p1IIpose of the Housing Market Analysis is to provide an ace urate picture of the local <br />housing market. The analysis will focus attention on the causes oIvarious housing needs <br />and on the market imbalances that warrant an expenditure ofhousing resources from <br />HUn and other public and private agencies. <br /> <br />OVERVIEW. The Texas A&M University Real Estate Center will conduct a Housing <br />Market Analysis for the City of San Marcos, which will serve as 3Il element of the 2000- <br />2005 Consolidated Plan and Strategy. The Housing Market Anal ),sis will be prepared in <br />accordance with this Scope of Work and 24 CPR 91. <br /> <br />MARKET AREA INVOLVED: City of San Marcos, Texas. <br /> <br />DATA COLLECTION. The Texas A&M University Real Estate Center will collect the <br />following data: <br />· Delineate the housing market area by geography <br />· Delineate areas oflow-income concentration and minority concentration <br />· Analyze the area's economic trends <br />· Examine historical housing absorption rates <br />· Determine housing demand factors by examining statistics su ch as <br />Employment, Income, Population & Demographics, Househc,ld Characteristics <br />· Determine supply factors by examining statistics such as: <br />Residential construction activity, existing housing inventory, sales and rental activity, <br />mortgage defaults and foreclosure <br /> <br />ANALYSIS. The Texas A&M University Real Estate Center wi1l provide an analysis of <br />the above data, focusing on the following dimensions: <br />Housing Availability. Are there enough units in the housing stock to meet household <br />need? Is the stock growing fast enough to keep pace with inClea5CS in the number of <br />households? Is the stock of available housing units well matchet, to the mix of <br />households in the community? <br />Housing Affordability. Are rents and house values out of reach k,r some segments of the <br />local population? <br />Housing Adequacy. Is there existing housing stock in adequate I,hysical condition? <br />Housing Accessibilitv. Are household of all types able to gain access to the available <br />units in their affordability range? <br /> <br />REPORT. The Texas A&M university Rea1Estate Center will p:.-ovide a written Housing <br />Market Analysis Report containing the collected data and analyses described above. <br />
