1.4A.3 Perform Existing Conditions Assessment and Field Investigations (any document type). <br />The Engineer shall make an initial assessment of existing environmental conditions and potential <br />environmental impacts. Potential impacts shall be assessed on the basis of existing information <br />available and site visits. Existing information used shall include soil maps, wetland/water <br />resources maps, archeological site files, inventories of historic properties and sites, and other <br />sources of available information relevant to the proposed transportation activity. The site visit <br />shall be a preliminary reconnaissance of the study area to identify environmental concerns for <br />which impacts are and are not likely to occur and for which environmental consideration is and is <br />not needed. <br />1.4.A.4 The Engineer shall identify the environmental concerns for which impacts are and are <br />not likely and for which environmental consideration is and is not needed. The Engineer will <br />coordinate proactively with the City and TxDOT to provide information on environmental <br />findings as they occur so that risks are identified early in project development. The Engineer <br />will communicate environmental findings as they occur and Technical Memos will be produced <br />for high risk environmental concerns. <br />1.4.A.5 Technical areas that will be investigated and documented according to the appropriate <br />TxDOT Standards of Uniformity (SOUs) include the following: <br />• Land Use: Existing conditions will be investigated. The effects of proposed project <br />improvements will be discussed in coordination with local officials, evaluated and <br />compared to local land use plans and policies. The document will discuss the Farmland <br />Protection Policy Act and identify potential impacts. <br />• Socioeconomic Impacts: Socioeconomic data for the project area will be collected from <br />the U.S. Census and other data sources. This task will identify relocations and/or <br />displacements, potential changes to local neighborhoods or communities, effects on <br />community cohesion relating to travel patterns, pedestrian and/or bicycle facilities, <br />access, and public safety, particularly as those changes may differently affect various <br />social groups and minorities. The assessment will conform to FHWA guidance for <br />compliance with Executive Order 12898, Environmental Justice and EO 13166 <br />Improving Access to Services to Persons with Limited English Proficiency. <br />• Cultural Resources: Historic Structures: The ENGINEER will conduct the cultural <br />resource investigations and prepare the assessment for historic structures for this project, <br />which will be incorporated into the environmental document. <br />■ For a PCE: The project architectural historian will conduct cultural resource <br />investigations for this project. Archival and background research will be performed in the <br />electronic and mapping files of the Texas Historical Commission (THC) Atlas Sites <br />database, and/or any other relevant archives for information on previous cultural resource <br />investigations conducted and previously recorded sites and historic properties in the <br />vicinity of the project's Area of Potential Effect (APE). The results of this research will <br />be summarized in the TxDOT -ENV Project Coordination Request (PCR) checklist and <br />accompanying tech memo/background study, as required by TxDOT.
