• Cultural Resources: Archeological Studies: <br />■ For a PCE: Project archeologists will conduct cultural resource investigations for the <br />project. Archival research will be performed in the electronic and mapping files of the <br />Texas Historical Commission (THC) Atlas Sites database, the Texas Archeological <br />Research Laboratory (TARL), and/or any other relevant archives for information on <br />previous cultural resource investigations conducted and previously recorded sites and <br />historic properties in the vicinity of the project's Area of Potential Effect (APE). The <br />results of this research will be summarized in the TxDOT -ENV Project Coordination <br />Request (PCR) for Archeological Studies checklist and supporting tech <br />memo /background study, as required by TxDOT. An archaeological survey is not <br />included. <br />• Noise Analysis: The ENGINEER shall provide an inventory of potential noise receivers. <br />If the project does not add capacity and does not move the roadway one travel lane closer <br />to sensitive receivers (PCE option), a noise analysis should not be required. <br />• Air Quality: TxDOT will provide sample wording for the air quality discussion for this <br />project, which will be incorporated into the environmental document. <br />• Ecological Investigations — Water Resources: A delineation of Waters of the U.S. will <br />be conducted in all areas potentially affected by the proposed project. A determination <br />will be made regarding Section 404 permit requirements. It is assumed that the project <br />will fall under a Nationwide Permit #14 for Linear Transportation Crossings without <br />notification to USACE. <br />• Ecological Investigations — Biological Resources: A characterization of project area <br />ecological resources, including vegetation, soils identification and wildlife habitat <br />characteristics will be performed. Project specialists will identify endangered and <br />threatened species and candidate species in Hays County, for both federal and State <br />species, including potential impacts. Ecologically sensitive resources including protected <br />species, if any, will be identified to assess potential effects of project construction and <br />operation. It is assumed that informal coordination would be required with <br />TPWD /USFWS. The City of San Marcos and TxDOT Austin District will be notified as <br />soon as possible if the consultant preliminarily determines that a Section 7 consultation <br />may be required. Supporting data will be furnished to the City of San Marcos and <br />TxDOT Austin District if consultation with the U.S. Fish and Wildlife Service is <br />required. <br />• Ecological Investigations — Other: As part of the ecological investigations, the <br />ENGINEER will include the following topics: In accordance with the appropriate SOUs, <br />the Environmental Review Document will discuss beneficial landscaping as identified in <br />the "Guidance on Environmentally Beneficial Landscaping Practices & NEPA <br />Compliance ", memo by TxDOT, dated July 5, 1996; invasive species as mentioned in the <br />FHWA guidance (EO 13112); and address migratory bird issues. <br />• Hazardous Materials: The Engineer shall perform a hazardous materials initial site <br />assessment including a database search and site investigation of the project area. <br />Databases to be searched include leaking petrochemical tanks (underground); <br />state /federal superfund sites; municipal solid waste sites; storage disposal facilities; and <br />industrial and hazardous waste sites.
