• Cultural Resources: Archeological Studies: ■ For a PCE: Project archeologists will conduct cultural resource investigations for the project. Archival research will be performed in the electronic and mapping files of the Texas Historical Commission (THC) Atlas Sites database, the Texas Archeological Research Laboratory (TARL), and/or any other relevant archives for information on previous cultural resource investigations conducted and previously recorded sites and historic properties in the vicinity of the project's Area of Potential Effect (APE). The results of this research will be summarized in the TxDOT -ENV Project Coordination Request (PCR) for Archeological Studies checklist and supporting tech memo /background study, as required by TxDOT. An archaeological survey is not included. • Noise Analysis: The ENGINEER shall provide an inventory of potential noise receivers. If the project does not add capacity and does not move the roadway one travel lane closer to sensitive receivers (PCE option), a noise analysis should not be required. • Air Quality: TxDOT will provide sample wording for the air quality discussion for this project, which will be incorporated into the environmental document. • Ecological Investigations — Water Resources: A delineation of Waters of the U.S. will be conducted in all areas potentially affected by the proposed project. A determination will be made regarding Section 404 permit requirements. It is assumed that the project will fall under a Nationwide Permit #14 for Linear Transportation Crossings without notification to USACE. • Ecological Investigations — Biological Resources: A characterization of project area ecological resources, including vegetation, soils identification and wildlife habitat characteristics will be performed. Project specialists will identify endangered and threatened species and candidate species in Hays County, for both federal and State species, including potential impacts. Ecologically sensitive resources including protected species, if any, will be identified to assess potential effects of project construction and operation. It is assumed that informal coordination would be required with TPWD /USFWS. The City of San Marcos and TxDOT Austin District will be notified as soon as possible if the consultant preliminarily determines that a Section 7 consultation may be required. Supporting data will be furnished to the City of San Marcos and TxDOT Austin District if consultation with the U.S. Fish and Wildlife Service is required. • Ecological Investigations — Other: As part of the ecological investigations, the ENGINEER will include the following topics: In accordance with the appropriate SOUs, the Environmental Review Document will discuss beneficial landscaping as identified in the "Guidance on Environmentally Beneficial Landscaping Practices & NEPA Compliance ", memo by TxDOT, dated July 5, 1996; invasive species as mentioned in the FHWA guidance (EO 13112); and address migratory bird issues. • Hazardous Materials: The Engineer shall perform a hazardous materials initial site assessment including a database search and site investigation of the project area. Databases to be searched include leaking petrochemical tanks (underground); state /federal superfund sites; municipal solid waste sites; storage disposal facilities; and industrial and hazardous waste sites.
