An American Society of Testing and Materials (ASTM) database search will be conducted as part of the Initial Site Assessment. • Recreational Resources: The ENGINEER shall determine the applicability of Section 4(f) of the Department of Transportation Act and Section 6(f) of the Land and Water Conservation Fund Act and shall report the results of this determination to the State. A Section 4(f) or Section 6(f) analysis is not included. • Indirect and Cumulative Impact Studies: The ENGINEER shall address indirect and cumulative impacts according to TxDOT, CEQ and FHWA guidelines, if required (not anticipated in a PCE document). 1.4A.6 Prepare for and attend one (1) general public meeting. This scope assumes that the City of San Marcos would provide a venue for the meeting, and will cover the costs of publishing notices for the public meeting. All public involvement procedures shall be in accordance with 43 Texas Administrative Code (TAC) 2.40 -2.51, Code of Federal Regulations Title 23, Part 771 and Highway Design Operations and Procedures Manual, Part II -B. The Engineer will provide a summary of the outcome of the public meeting, which includes attendance record, copy of comments received, type of questions posed, general disposition of the public to the proposal, and new issues which may have surfaced. 1.4A.7 Preparation of Programmatic Catel?orical Exclusion (PCE) document: If the proposed project and impacts qualify the document to be processed as a PCE, the following process would be required: (1) Submit cultural resources coordination packets and initial site assessment for hazardous materials through the Austin District and through ENV; (2) receive ENV feedback on those sections and submit draft PCE document including ENV preferred language for cultural resources and hazardous materials; (3) respond to Austin District comments and resubmit; (4) District submits PCE to TxDOT South Region Environmental Center (REC) for review; (5) respond to REC comments and resubmit document for approval. This process assumes Engineer and City of San Marcos review at each stage. 1.413.1 Preparation of Catel?orical Exclusion (CE) document: If the proposed project adds capacity within existing right -of -way or similar proposed design and impacts do not quality for processing as PCE, a CE document would be prepared. Services would include those listed for a PCE as described above, plus the following: • Cultural Resources - Historic Structures: If impacts are expected on new location or previously undisturbed portions of the project area, it is assumed that an historic structures survey would be required.
