• Cultural Resources - Archeological Studies: If impacts are expected on new location or previously undisturbed portions of the project area, it is assumed that an archaeological survey would be required. • Noise Analysis: Assuming traffic moves one travel lane closer to sensitive receivers, then in accordance with TxDOT noise assessment guidelines, the roadway alignment for the design year will be computer simulated, and future noise levels will be predicted at each of the sensitive receptors using the FHWA/TxDOT approved Traffic Noise Model (TNM). • Ecological Investigations — Water Resources: A more detailed analysis of impacts to waters of the U.S. and wetlands would be required if more impacts are anticipated. Direct coordination with USACE is not included. • Ecological Investigations — Biological Resources: A more detailed analysis of biological resources would be required if more impacts are anticipated. Section 7 consultation with USFWS is not included. • Recreational Resources: A more detailed analysis of recreational resources (hike and bike trails, parks) would be required if more impacts are anticipated. Preparation of a Section 4(f) or 6(f) analysis is not included. • Indirect and Cumulative Impact Studies: A more detailed analysis of indirect and cumulative impacts would be required if the project adds capacity or is expected to induce development, and would be included in the CE according to TxDOT's 2010 guidance. 1.4B.2 Document Preparation and Review: For a CE, The Engineer would prepare the draft document and submit to the City and TxDOT Austin District for review. Comments /responses would cycle through the District, TxDOT ENV, agencies, and FHWA. FHWA provides review and approval. 1.4C.1 Preparation of Environmental Assessment (EA) document: If the proposed project adds capacity and requires right -of -way acquisition and environmental impacts may be substantial, the Engineer will prepare an Environmental Assessment (EA). Services would include those listed for a PCE and CE as described above, plus the following: • Ecological Investigations — Water Resources: For an EA for this specific project, it is assumed that Pre - construction Notification to USACE would be required under an NWP #14, but a regional or individual permit is not included. • Ecological Investigations — Biological Resources: A more detailed analysis of biological resources would be required if more impacts are anticipated. Additional informal coordination with USFWS is anticipated. Formal Section 7 consultation (preparation of a Biological Assessment) with USFWS is not included. • Recreational Resources: A more detailed analysis of recreational resources (hike and bike trails, parks) would be required if more impacts are anticipated.
