• Indirect and Cumulative Impact Studies: A detailed analysis of indirect and <br />cumulative impacts would be required if the project adds capacity, is expected to induce <br />development, or could have substantial direct and indirect effects requiring a robust <br />analysis of cumulative effects. This study would be included in the EA according to <br />TxDOT's 2010 guidance. <br />1A.C.2 For an EA, prepare for and attend one (1) public hearing. This scope assumes that a <br />public hearing is held. This scope assumes that the City would provide a venue for the meeting, <br />a court reporter to prepare the transcript, and will cover the costs of publishing the notice of the <br />public hearing. All public involvement procedures shall be in accordance with 43 Texas <br />Administrative Code (TAC) 2.40 -2.51, Code of Federal Regulations Title 23, Part 771 and <br />Highway Design Operations and Procedures Manual, Part II -B. The Engineer will provide a <br />summary of the outcome of the Public meetings, which includes attendance record, copy of <br />comments received, type of questions posed, general disposition of the public to the proposal, <br />and new issues which may have surfaced. <br />1 A.C.3 Document Preparation and Review: For an EA, the Engineer will prepare a draft <br />document for the City and TxDOT Austin District review. Comments /responses would cycle <br />through the District, TxDOT ENV, agencies, and FHWA. Close scrutiny at ENV and <br />coordination with agencies such as Texas Historical Commission, Texas Parks and Wildlife <br />Department, and US Fish and Wildlife Services would be expected. FHWA provides review and <br />makes a determination of suitable for further processing (SFP). After the "SFP ", a public <br />hearing will be scheduled and will take place. After the hearing, any changes or updates to the <br />document will be made and the FONSI will be drafted and submitted for approval to FHWA. <br />1.5 TASK 5 — PRELIMINARY /SCHEMATIC DESIGN <br />The Engineer will: <br />1.5.1 Obtain and review available record drawings, aerial photography, Preliminary <br />Engineering Report, and any site development plans under review by the City and/or TxDOT <br />1.5.2 Perform a site visit to evaluate site and traffic characteristics, topography, utilities, and <br />potential environmental issues. <br />1.5.3 Attend and conduct up to two (2) meetings with project stakeholders and City <br />departments to solicit information and feedback on the City's /Community's desires for aesthetic <br />features, bicycle and pedestrian use, roadway cross sections, and other design criteria during the <br />schematic phase. <br />1.5.4 Perform a traffic study and analysis. <br />The Engineer will conduct a traffic analysis study to determine the appropriate road <br />cross - section that will provide sufficient capacity for existing and future traffic volumes. <br />The Engineer will obtain from the City existing AM and PM peak -hour turning <br />Kimley Hom — FM 2439 (Hunter Road) <br />12 <br />
