Kenneth Dees, 1412 Alamo, Feels the City's development department is in support of these <br />developments. Mr. Dees expressed his disagreement with the rezoning and development within <br />single family residential zones, protect our established. <br />Nancy Moore, 15 Tanglewood Trail, Spoke about a recent traffic study conducted by the <br />developer and traffic is horrible in this City. She feels this is a beautiful development, but it <br />needs to be somewhere else. The Eco- System must be protected. <br />Greg Frank, 203 W. Hillcrest Dr., Spoke against the North Campus Project and asked for <br />Council to delay the decision. <br />Aurora Perez, 1047 Sycamore St., Commented on the Sights and Sounds event and the parking <br />situation at the old Ace Hardware which resulted in her and several other people being towed. <br />She stated that there was no signage visible. <br />James R. McDonnel, P.O. Box 1764, Spoke against Southwest Towing and commented they are <br />no more than a junkyard. Fifteen people were towed and the no parking sign is located on a pole <br />in an easement. Mr. McDonnel would like to see a salvage yard within the City Limits. <br />CONSENT AGENDA <br />8. Consider approval of the following: <br />November 14, 2011, Packet Meeting Minutes <br />November 15, 2011, Regular Meeting Minutes <br />November 16, 2011, Special Called Meeting Minutes <br />9. Consider approval of Ordinance 2011 -68, on the second of two readings, designating a <br />contiguous geographic area within the City of San Marcos in connection with the Paso <br />Robles Development at Hunter and Centerpoint Roads as a Reinvestment Zone for Tax <br />Increment Financing purposes pursuant to Chapter 311 of the Texas Tax Code; creating a <br />Board of Directors for such zone; containing findings and provisions related to the <br />foregoing subiect; and providing a severability clause. <br />10. Consider approval of Ordinance 2011 -69, on the second of two readings, annexing to <br />the City an area consisting of 51.14 acres of land, more or less, out of the William Ward <br />League Survey, located at 4440 Old Stagecoach Road (at the terminus of Old Stagecoach <br />Road and Blanco Vista Boulevard); approving a service plan for this area; and including <br />procedural provisions. <br />11. Consider approval of Resolution 2011 -148R authorizing the City Manager to execute a <br />third amended and restated contract for collection and disposal of solid waste and <br />recyclable materials with Texas Disposal Systems, Inc. Providing for the use of dumpsters <br />for multi - family unit recycling, and declaring an effective date. <br />12. Consider approval of Resolution 2011 -149R approving the terms and conditions of an <br />Interlocal Agreement for Forensic Laboratory Services to be entered into by the City of <br />
