<br />1.2.2 Identify all utility lines as to which ones may be in conflict with the proposed <br />rehabilitation work of the road. Design, relocation and/or permitting of any utilities is not <br />included in this agreement. <br /> <br />1.2.3 Prepare a topographic survey and project base sheets at a scale of 1" = 20' using <br />the City of San Marcos coordinate system. Survey will include, but is not limited to: <br /> <br />(a) digital terrain model <br />(b) ties to both IH35 frontage road and SH123 (TxDOT stationing). <br />(c) identification and location of exiting utilities, including all wastewater flow lines <br />at wastewater manholes and the top of waterline valve nuts. <br />(d) flowlines of all cross culverts and driveway culverts. <br />(e) tie to FEMA monument for Cottonwood Creek flood data, if available. <br /> <br />1.2.4 Prepare preliminary plans showing utilities and proposed road design. <br /> <br />1.2.5 Evaluate the need for additional right-of-way. <br /> <br />1.2.6 Prepare a preliminary engineering report including: <br /> <br />(a) A review of existing and proposed development and the associated traffic <br />impact. Traffic volumes will be generated using land use and density. <br />Average weekday trip rates shall be used in estimating the total daily trips <br />generated. Trip generation rates from the City of Austin Transportation <br />Criteria Manual will be used to estimate the traffic volumes. These rates are <br />based on land use and the maximum buildout allowed for each zoning <br />category. <br /> <br />(b) A preliminary drainage analysis including a drainage area map, calculation <br />of the existing 25 year and 100 year flows. Engineer will use the Rational <br />Method and/or HEC-1 hydrologic modeling software to determine the flow <br />rates. The WinStorm hydraulic modeling software and the HEC-RAS river <br />analysis system software will be used to evaluate the cross drainage <br />structures at Clovis Barker Road. The analysis will also include investigating <br />whether the improvements to Clovis Barker Road and improvements to the <br />existing cross drainage will have any adverse effects on the 100 year flood <br />plain downstream from Clovis Barker Road to the bridge crossing at State <br />Highway 123. The Engineer will make recommendations of possible <br />mitigation if necessary. <br /> <br />(c) A geotechnical analysis and evaluation of existing materials, pavement <br />design alternatives and life cycle/maintenance cost estimate. <br /> <br />(d) A preliminary cost estimate. <br /> <br />3 <br />
