<br />6. <br />Regular Meeting <br /> <br />December 6, 2004 <br /> <br />Page 4 <br /> <br />CHAPTER 4, ZONING REGULATIONS, CHAPTER 5, ENVIRONMENTAL <br />REGULATIONS, CHAPTER 6, DEVELOPMENT STANDARDS, CHAPTER 7, PUBLIC I <br />FACILITIES STANDARDS, AND CHAPTER 8, DEFINITIONS; MAKING FINDINGS <br />IN CONNECTION WITH THE ADOPTION OF THE LAND DEVELOPMENT CODE; <br />AUTHORIZING THE PROMULGATION OF A TECHNICAL MANUAL AND OTHER <br />TECHNICAL REFERENCES BY THE CITY STAFF; PROVIDING FOR PENALTIES i <br />AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance and to include the <br />eleven revisions provided in the Memo dated December 3, 2004, on second <br />reading, and Mr. Guerrero seconded the motion. Carol Barrett, Director <br />of Planning and Development, reviewed the revisions with the Council. <br />Mr. Taylor stated he supports the Land Development Code, but feels the <br />Code will be amended several times. Mr. Bose inquired whether <br />developers would have to meet City standards when developing in the ETJ. <br />Ms. Barrett stated developers would have to meet all City standards. <br />The Council then voted unanimously for approval of the Ordinance on <br />second reading. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an annexation <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, I <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 160.41 ACRES, MORE <br />OR LESS, LOCATED IN THE 3500-4300 BLOCKS OF HUNTER ROAD (HUNTER'S <br />HOLLOW); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mr. Thomaides inquired as to whether any <br />transportation changes would to be necessary for this annexation. <br />Laurie Anderson stated the County is scheduled to widen Centerpoint <br />Road. She stated right-of-way will be dedicated for the future <br />extension of Centerpoint Road. The Council then voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY <br />AMENDING THE 2004-2005 <br />AUTOMATION SYSTEM FOR <br />EMERGENCY. <br /> <br />COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CITY BUDGET TO PROVIDE FUNDING FOR AN <br />THE PUBLIC LIBRARY; AND DECLARING AN <br /> <br />Mr. Bose moved for adoption of the Ordinance on emergency, and Mr. Diaz I <br />seconded the motion, which passed unanimously. <br />
