BRIDGE REPLACEMENT SCOPE OF SERVICES <br />ENGINEERING DESIGN AND SURVEYING <br />Preliminary Bridge Design and AFA Negotiations — For the purposes of this <br />proposal, it is assumed the culverts at Guadalupe Street will be replaced with <br />a slab beam bridge to increase flow conveyance under the roadway and <br />reduce base flood elevations upstream of the new bridge. The bridge section <br />will likely have four 12' drive lanes, two 5' bike lanes, and two 4' sidewalks. <br />The final road section configuration will be subject to adjustment based on <br />further conversations with City staff including the Parks Department and with <br />TxDOT. Loomis will perform preliminary civil bridge designs, PKA will provide <br />a preliminary structural design, and Loomis and PKA will develop preliminary <br />construction cost estimates as required by TOOT to support negotiations <br />regarding the AFA (or other necessary agreements). Loomis and PKA will <br />coordinate and participate as necessary in discussions with TOOT to <br />complete the AFA (or other) agreement. Preliminary engineering services <br />required in support of bridge design will be funded using currently contracted <br />work (CIS #3) and will not be funded under this contract. <br />2. Project Management — Loomis will meet at regular intervals with City of San <br />Marcos staff, City Council, and the Parks Department as required to confirm <br />bridge project planning elements. Loomis will continue to provide weekly <br />project status update reports. Loomis will also organize, coordinate and <br />present information on the project a one public meeting to assure the public <br />remains informed and has the ability provide input. <br />3. Supplemental Surveying in Support of Bridge Design — In support of bridge <br />construction, particularly at the interface of the new roadway on either end of <br />the new Guadalupe Bridge, Loomis survey staff will perform design survey <br />sufficient for specification of roadway, sidewalk, and bike lane tie -ins and <br />transitions. Supplemental surveying services required in support of bridge <br />design will be funded using currently contracted work (CIS #3) and will not be <br />funded under this contract. <br />4. Civil Construction Plans Preparation — Loomis will develop a hydraulic model <br />of the proposed bridge and channel configuration and will develop civil <br />construction plans for the project per TxDOT specifications and for TxDOT <br />review. Construction plans will include notes, utilities relocation designs, <br />bridge to roadway transition configurations, channel plan and profile sheets, <br />traffic control sheets, erosion and sedimentation control sheets, hike and bike <br />trail access alignments, and other planning, design and costing elements. <br />5. Structural Design Plans Preparation — Pickett, Kelm & Associates (PKA) will <br />develop structural design plans for the proposed bridge including notes, <br />beam, bent and reinforcement specifications, and construction sequencing for <br />ongoing traffic flow. The structural plans will meet TxDOT specifications and <br />will be suitable for bid. <br />
