BRIDGE REPLACEMENT SCOPE OF SERVICES ENGINEERING DESIGN AND SURVEYING Preliminary Bridge Design and AFA Negotiations — For the purposes of this proposal, it is assumed the culverts at Guadalupe Street will be replaced with a slab beam bridge to increase flow conveyance under the roadway and reduce base flood elevations upstream of the new bridge. The bridge section will likely have four 12' drive lanes, two 5' bike lanes, and two 4' sidewalks. The final road section configuration will be subject to adjustment based on further conversations with City staff including the Parks Department and with TxDOT. Loomis will perform preliminary civil bridge designs, PKA will provide a preliminary structural design, and Loomis and PKA will develop preliminary construction cost estimates as required by TOOT to support negotiations regarding the AFA (or other necessary agreements). Loomis and PKA will coordinate and participate as necessary in discussions with TOOT to complete the AFA (or other) agreement. Preliminary engineering services required in support of bridge design will be funded using currently contracted work (CIS #3) and will not be funded under this contract. 2. Project Management — Loomis will meet at regular intervals with City of San Marcos staff, City Council, and the Parks Department as required to confirm bridge project planning elements. Loomis will continue to provide weekly project status update reports. Loomis will also organize, coordinate and present information on the project a one public meeting to assure the public remains informed and has the ability provide input. 3. Supplemental Surveying in Support of Bridge Design — In support of bridge construction, particularly at the interface of the new roadway on either end of the new Guadalupe Bridge, Loomis survey staff will perform design survey sufficient for specification of roadway, sidewalk, and bike lane tie -ins and transitions. Supplemental surveying services required in support of bridge design will be funded using currently contracted work (CIS #3) and will not be funded under this contract. 4. Civil Construction Plans Preparation — Loomis will develop a hydraulic model of the proposed bridge and channel configuration and will develop civil construction plans for the project per TxDOT specifications and for TxDOT review. Construction plans will include notes, utilities relocation designs, bridge to roadway transition configurations, channel plan and profile sheets, traffic control sheets, erosion and sedimentation control sheets, hike and bike trail access alignments, and other planning, design and costing elements. 5. Structural Design Plans Preparation — Pickett, Kelm & Associates (PKA) will develop structural design plans for the proposed bridge including notes, beam, bent and reinforcement specifications, and construction sequencing for ongoing traffic flow. The structural plans will meet TxDOT specifications and will be suitable for bid.
