3. COUNCIL MEMBER UPDATES: Receive status reports and updates from the Mavor <br />and /or Council Members and a general discussion regarding the following: <br />Council Member Terry announced vacancies on various CAPCOG committees. Council directed <br />staff to bring this item back at a later date. <br />4. Receive a Staff presentation regarding staffing of the Engineering Department, and <br />provide direction to Staff. <br />Linda Huff, Capital Improvements Director, provided a presentation regarding proposed <br />staffing in the Engineering Department. <br />5. Receive a Staff presentation and update regarding the Downtown Reconstruction <br />Project. <br />Dustin Elliot, HNTB Design Project Manager, provided a presentation on the progress of the <br />Downtown Reconstruction Project. <br />6. Invocation <br />Reverand JD Elshoff from South Austin Christian Church provided the invocation. <br />7. Pledges of Allegiance — United States and Texas <br />Council Member Prather led the assembly in the Pledge of Allegiance and the Texas Pledge. <br />8. 30 Minute Citizen Comment Period <br />Amy Kirwin, 1131 MLK, San Marcos, TX expressed her appreciation to council for their <br />approval of Resolution 2011 -158R approving an agreement between the City of San Marcos and <br />Sustainable San Marcos, Inc. This will allow for the establishment and operation of a community <br />garden on Mitchell Street. Ms. Kirwin expressed her support of item #17 and asked that council <br />approve this item. <br />Betsy Robertson, 1410 Progress, San Marcos, TX mirrored Ms. Kirwin's comment and <br />expressed her gratitude to City Council for their approval of Resolution 2011 -158R and asked <br />they approve item #17 as well. <br />Dave Newman, 128 E. Holland, spoke on Item #22. He stated that his matter of concern is in the <br />lack of progress on Concho Commons. He recently found out that there have been some <br />construction plans that have been submitted and approved. Mr. Newman would like to see <br />progress here before another project is begun by Casey Development. <br />Ted Ingwersen, 124 W. Hillcrest Dr, spoke against the Casey Development project and <br />encouraged Council to protect the river and established single family neighborhoods. <br />Charles Soechting, 400 W Hopkins, was representing Casey Development. Stated his deep <br />disappointment with the postponement of Item #22. <br />
