Campus Housing Development, approving an amendment to the Future Land Use Map of
<br />the City from "LDR" Low Density Residential to "MU" Mixed Use for a 13.51 acre, more
<br />or less, tract of land located at Sessom Drive and Loquat Street, being lots 36, 37, 38, 54, 57,
<br />58, 53, 55, 56, 59, 60, 61, 62, and part of lots 39, 40, 41, 42, 43, 44, 50, 51, 52 and 63, out of
<br />the Park Addition and a portion out of the Thomas J. Chambers Survey, Abstract No. 2,
<br />tract 232; amending the Official Zoning Map of the City by rezoning said tract of land
<br />from "SF -6" Single- Family Residential District to "PDD" Planned Development District
<br />with base zoning of "MU" Mixed Use District; approving Planned Development District
<br />Standards for the District; including procedural provisions; and providing for penalties;
<br />and consider approval of Ordinance 2011 -76.
<br />MOTION: On a motion made by Mayor Guerrerro and a second by Council Member
<br />Porterfield, the City Council voted (6) for and (1) opposed, to postpone action until the Planning
<br />and Zoning Commission brings a recommendation to council. The motion carried.
<br />NON - CONSENT AGENDA
<br />23. Consider approval of Ordinance 2011 -78, on the first of two readings, amending
<br />Chapter 2, Article 3, Division 14 of the San Marcos City Code by reducing the size of the
<br />San Marcos Airport Commission from nine members to seven members and reducing the
<br />permitted number of non - residents on the commission from three to two; and including
<br />procedural provisions.
<br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member
<br />Thomason, MOTION TO AMEND: upon a motion made by Council Member Scott and a
<br />second by Council Member Becak, the City Council voted (7) for and (0) opposed, to amend the
<br />language to read, "The airport commission consists of seven members. Five members of the
<br />commission must be residents of the city. Two members may be either residents or nonresidents
<br />of the city. The motion carried unanimously. MOTION TO AMEND: upon a motion made by
<br />Council Member Thomason and a second by Council Member Porterfield, the City Council
<br />voted (6) for and (1) opposed, Council Member Terry, to amend the language to read, "The
<br />airport commission consists of five members. Three members of the commission must be
<br />residents of the city. Two members may be either residents or nonresidents of the city. The
<br />motion carried. MAIN MOTION: the City Council voted (7) for and (0) opposed, to approve
<br />Ordinance 2011 -78, as amended. The motion carried unanimously.
<br />24. Consider approval of Resolution 2011 -16OR approving a Memorandum of
<br />Understanding between the City of San Marcos and Casey Development, Ltd, that
<br />establishes a process for the possible consideration in the future of the abandonment of
<br />portions of Peachtree Street and Loquat Street within the proiect site for the Casey
<br />Development, also known as the North Campus Housing Development, off of Sessom Drive
<br />and for the dedication of easements and water utility infrastructure to the City;
<br />authorizing the City Manager to execute said agreement; and declaring an effective date.
<br />MOTION: On a motion made by Mayor Guerrerro and a second by Council Member
<br />Porterfield, the City Council voted (6) for and (1) opposed, to postpone action until the Planning
<br />and Zoning Commission brings a recommendation to council. The motion carried.
