<br />2. <br />Regular Meeting <br /> <br />October 25, 2004 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and a <br />discussion on the proposed Land Development Code. Mayor Narvaiz opened I <br />the public hearing and asked if anyone wished to speak. 1) Ms. Lorraine <br />Spencer stated she has concerns with the statement in the Land Development <br />Code regarding stormwater runoff cannot exceed pre-development levels. <br />She stated she lives in an area where back yards and streets become raging <br />rivers during storms. She encouraged the Council to make the language <br />strong enough to take care of existing neighborhoods. 2) Betsy Robertson <br />stated she is a member of the Planning and Zoning Commission, but she is <br />not speaking as their representative. She stated she feels the final <br />product the Council has received is not perfect, but it is a step in the <br />right direction. 3) Todd Derkacz stated he is a member of the Parks and <br />Recreation Board, but is not speaking as their representative. He stated <br />an enormous amount of time has gone into the Land Development Code. He <br />also stated he feels the product the Council has received may not be <br />polished, but it is a document ready to be put in motion. 4) Jeff <br />Etheridge stated he is a Developer/Project Manager who works for a Civil <br />Engineering firm and consultant, which actually writes Land Development <br />Codes. He stated he feels this is a good Land Development Code and is the <br />best one in Central Texas. 5) Dianne Wassenich stated she supports <br />moving forward on the Land Development Code. She encouraged the Council <br />to move forward as quickly as possible on this Code. 6) Amy Kirwin stated <br />she supports this Land Development Code. She stated she feels the Code I <br />was neighborhood friendly. 7) Curtis Seebeck stated he is President of the <br />Hays County Chapter of the Homebuilders Association of Greater Austin. He <br />stated he represents forty-two builders, developers and trades people in <br />the building business. He stated he does not support the Land Development <br />Code. He stated he feels there are items in this Land Development Code <br />that will add significant costs to developments and to the cost of new <br />homes in San Marcos. He provided a list of issues the Council should <br />consider before they adopt the Land Development Code. 8) Tom Wassenich <br />stated he supports the Land Development Code. Mayor Narvaiz asked if <br />anyone else wished to speak. No one did, so Mayor Narvaiz closed the <br />public hearing. She stated there will be another Public Hearing on <br />Monday, November 8, 2004, at 6:00 p.m. Mr. O'Leary stated the Land <br />Development Code is available on the City website, and Ms. Barnett stated <br />paper copies are available at a cost of $35.00, and CDs for $2.00. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the <br />Council recently held a bond rating meeting in San Marcos. He stated he <br />felt it was a successful meeting. 2) Mr. O'Leary stated the KRBS News <br />crew from Shreveport, Louisiana is here tonight doing a story on the <br />proposed Hotel/Conference Center. <br /> <br />Mayor Narvaiz introduced for consideration approval of three appointments <br />to the Main Street Advisory Board. Mr. Mihalkanin moved to appoint Bob <br />Sappington as the Heritage Association representative and appoint Pete <br />Borchandt as a Downtown Association representative, and Mr. Thomaides <br /> <br />I <br />
