<br />Regular Meeting <br /> <br />Octobe~,~5, 2004 <br /> <br />3. <br />Page 3 <br /> <br />moved to appoint Joshua Clements as the Downtown Association <br />Irepresentative, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Arts Commission. Mr. Guerrero moved to appoint Catalina Berrones, <br />which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the San Marcos Industrial Development Corporation. Mr. Thomaides moved to <br />appoint Allyn Gill to the San Marcos Industrial Development Corporation to <br />take effect January 1, 2005, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING REINVESTMENT ZONE NO. 18 FOR TAX ABATEMENT PURPOSES <br />PURSUANT TO CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF 5. 0 <br />ACRES OF PROPERTY, MORE OR LESS, LOCATED IN THE 1300 BLOCK OF WONDER <br />WORLD DRIVE; MAKING STATUTORY FINDINGSi AND INCLUDING PROCEDURAL <br />PROVISIONS. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />Ispeak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Mihalkanin moved for approval of the Ordinance on first reading, and Mr. <br />Diaz seconded the motion. Mr. O'Leary stated the Resolution for a tax <br />abatement agreement will come to the Council on the third and final <br />reading of this Reinvestment Zone Ordinance. Mr. Bose inquired as to the <br />qualifications of a Reinvestment Zone. Mr. O'Leary stated a Reinvestment <br />Zone is a geographic area, which is established to provide tax abatements. <br />The Council then voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.361 OF THE CITY CODE TO PROVIDE AN ALLOCATION OF <br />ARTS FUNDING FOR PERMANENT ART, AND TO AUTHORIZE THE ARTS COMMISSION <br />TO ACTIVELY SOLICIT APPLICATIONS FOR ARTS FUNDING; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Thomaides moved for approval of the Ordinance on first reading and Mr. <br />Guerrero seconded the motion. Mr. Mihalkanin moved to amend the Ordinance <br />lin Section 2.361 (d) to add empower arts commission to make <br />eecommendations for permanent and display art, and Mr. Diaz seconded the <br />motion. Mr. Mihalkanin withdrew his motion and Mr. Diaz withdrew his <br />second. Mr. Mihalkanin stated he feels both the Arts Commission and Parks <br />
