<br />I <br /> <br />I <br /> <br />I <br /> <br />86. <br /> <br />Exhibit A <br />Scope of Professional Consulting Services <br /> <br />The Consultant's project team, David W. Hawes, Prmclpal, and BIll Calderon, Co-Pnncipal wIll perform <br />the following professional consulting services. The services are broken down into four distmct tasks, the <br />first two of which are contracted for at the present tnne, and the latter two of which may be added through <br />amendments to this Agreement in the future: <br /> <br />1.1 Pre-creation activities, or those actiVIties associated with the preparation of the preliminary <br />Project Plan (the "Preliminary Project Plan") and preliminary Reinvestment Zone Financing Plan (the <br />"Preliminary Financll1g Plan"); <br />1.2 CreatIon activities, or all actions required by the Texas Tax Increment Financing Act (the "Act") <br />in order to create the relllvestment zone; <br />1.3 The possible creation and activatIon of a redevelopment authOrIty that will work With the City of <br />San Marcos (the "City") and the Texas Increment Rell1vestment Zone (the "TIRZ") to Implement both the <br />Project Plan and the Financing Plan; and <br />1.4 Creation of a Public Improvement District. <br /> <br />1.1 Pre-Creation Activities for the TIRZ <br /> <br />The Consultant WIll: <br /> <br />1.1.1 <br /> <br />Prepare an initial analysis ofthe proposed TIRZ area. This analysis will include: <br />a) a complete review of all ad valorem values in the proposed area; <br />b) a descriptIon of all eXisting land uses; <br />c) documentation of blighted conditions; <br />d) identification of tracts where development IS Impeded due to faulty lot layout or Improper <br />zoning; and <br />e) review of any other relevant factors impeding development or redevelopment of the area that <br />qualify the area for creation ofthe TIRZ under the Act. <br /> <br />1 1.2 Prepare a boundary map of the area and related map set for the proposed TIRZ to include land <br />uses, utilities, infrastructure (current and proposed) and other Capital Improvement Project information (if <br />available); review the maps with City staff and lllcorporate changes as appropriate. <br /> <br />1.1.3 Work WIth the CIty'S Plannlllg and Development ~ervlce<; Department to prepare all GIS <br />mapping and data analysis required for the finalIzation of the TIRZ boundary, I11cludl11g all maps reqUIred <br />by the Act for both the Prelimmary Project Plan and the PrelUTIlllary Fl11ancl11g Plan <br /> <br />1.1.4 Prepare a draft Preliminary Project Plan for use in briefings on the proposed TIRZ creation, <br />including a descriptIOn of all proposed public improvements; review the Preliminary Project Plan with <br />City staff pnor to the briefings, and incorporate changes as appropriate. The Consultant will include in <br />the Preliminary Project Plan: <br /> <br />a) maps showing the existing uses and conditions of real property 111 the zone and maps <br />showing proposed improvements to and use of that property; <br />b) proposed changes to any zoning ordinances applicable to the area, <br />c) a list of the estimated non-project costs; and <br />d) a STatement of the method of relocatll1g persons to be displaced as a result of the <br />implementation of the Preliminary Project Piau <br />
