I I I 1.1.5 Prepare a draft Preliminary Financing Plan for use in briefings on the proposed TIRZ creatIOn, including costs and proposed method of financing for all proposed public improvements; review the Preliminary Financing Plan with City staff prior to the briefings, and incorporate changes as appropriate. The Consultant will include in the Preliminary Financing Plan: a) a detailed list of the estllnated project costs for the TlRZ, including administrative expenses; b) a statement lIsting the kll1d, number, and location of all proposed public works or public improvements in the TIRZ; c) the estimated amount of private developer-incurred costs for public works or public improvements to be reimbursed by the TIRZ, d) the estimated amount of bonded indebtedness, if any, to be incurred; e) the time when related costs or monetary obligations are to be incurred; and f) a description of the methods of financing all estimated project costs and the expected sources of revenue to finance or pay project costs, mcluding developer contributions, and the percentage of tax increment to be derived from the property taxes of each taxing unit that levies property taxes in the TIRZ. 1 ].6 Conduct up to three meetings with elected officials/staffs from all participating jurisdIctIons regardmg the proposed TIRZ creation, Prelimll1ary Project Plan and Preliminary Financing Plan. The Consultant will provide financial impact information to each jurisdiction, and work with elected officials and staff members to review the proposed TIRZ creation and how it will impact each jurisdiction's tax base and further each jUflsdiction's economic development goals and objectIves. The Consultant will garner input from the elected officials and staff members and factor the input into the preparation of the draft Preliminary Project Plan and draft Preliminary Financing Plan. 1.1.7 Consult with the City staff to identify stakeholders, and conduct up to three meetings with area stakeholders regarding the proposed TIRZ creatIOn, Project Plan and Financing Plan, and garner their input regarding the TIRZ and redevelopment needs in the area. The Consultant will factor these needs into the Prellllllnary Project Plan and Preliminary Financing Plan. 1.1.8 Develop and submit to the City all documents needed for the City to issue a 60-day notIfication to all area taxing jurisdictions regardmg the proposed creation of the TIRZ. The Consultant will coordmate with the City Clerk to publish an appropriate notice in a newspaper of greatest circulation for maximum notificatIOn. The Consultant will also coordinate with the City to transmit copies ofthe public notice to all recommended media outlets, including minority-based media. 1.1.9 Conduct a workshop with the City Council on the creation of the TIRZ prior to the public hearing on the TIRZ. The Consultant will present the proposed redevelopment strategy, the process for creating the TIRZ, the Preliminary Project Plan and the Preliminary Financing Plan, and the administrative issues associated With Implementation ofthe TIRZ. 1.1.1 () Consult WIth the City staff and make any recommended revisions to the Preliminary Project Plan and the Preliminary Fioancmg Plan prior to the public hearing. Changes will include revisions to the proposed boundaries, adjustments to related data sets associated with the area targeted for redevelopment, types and locations of proposed improvements, and any other changes reqLllred. 1.1.11 Prepare and deliver to the City Clerk the notice of the public hearing and provide copies of the Project Plan for distribution to all other taxing jurisdictions with the notice. The Consultant will serve as the point of contact for any questionslissues that arise prior to the hearing. 1.1.12 Prepare presentations for and deliver the same to all taxing jurisdictions regarding the creation of 2
