<br />(2) Development: Construction, excavation, dredging, grading, <br />filling, clearing, removing vegetation; provided, however, <br />that pruning and other forms of general and regular <br />maintenance of vegetation on developed property shall not be <br />considered development. <br /> <br />(3) Edwards Aquifer: Water-bearing substrata also known as the <br />Edwards and Associated Limestones Aquifer. It includes the <br />following geological formations: Comanche Peak, Edwards, <br />Kiamichi and Georgetown. <br /> <br />(4) Edwards Aquifer Recharge Zone: The boundaries of the <br />recharge zone shall encompass all land over the Edwards <br />Aquifer recharging the same, as determined by the Texas <br />Department of Water Resources. <br /> <br />(5) Engineer: A person duly authorized under the provlSlons of <br />the Texas Engineering Registration Act, as heretofore or <br />hereafter amended, to practice the profession of <br />engineering. <br /> <br />(6) Impervious cover: Covering of the land surface by such a <br />means that would prevent penetration or percolation by <br />water; including, but not limited to, all private streets <br />and pavement, sidewalks, driveways and construction with <br />impermeable foundations within the land, tract, parcel or <br />lot. Public streets are not considered impervious cover. <br />If a building is constructed on columns that force <br />stormwater to permeate into the soil under the structure, it <br />shall not be considered impermeable. Some materials are <br />more impervious than others, and the rate of runoff <br />and percentage of permeability will be as determined in <br />Appendix 1. Swales and other conveyances for overland <br />drainage shall not be calculated as impervious cover. <br /> <br />(7) Overland flow: Stormwater runoff that is not confined by <br />any natural or man-made channel, including, but not limited <br />to, creeks, drainage ditches and storm sewers. <br /> <br />(8) Percent impervious cover: Area of impervious cover within a <br />lot, tract or parcel as determined in Appendix 1 divided by <br />the total area within the perimeter of the lot, tract or <br />parcel. <br /> <br />(9) Steep slope: A slope of fifteen (15) percent or greater. <br /> <br />(10) Trees: Any self-supporting woody plant species which <br />normally grows to overall minimum caliper of three (3) <br />inches. <br /> <br />(11) Underbrush: Low growing vegetation, brush, and trees with a <br />caliper less than three (3) inches. <br /> <br />13 <br />
