- 2 - (b) Building inspector- the officer charged with the administration and enforcement of this chapter, or his/her duly authorized repre- sentative. (c) Person- any person, firm, partnership, asso- ciation, corporation, company or organization of any kind. (d) Structure- that which is built or constructed. (e) Unsafe buildings- all buildings or structures which have any or all of the following defects shall be deemed to be "unsafe buildings" which are dilapidated, substandard or unfit for h~- man habitation and which constitute a hazard' to the health, safety and welfare of the citi- zens of San Marcos. (1) Those having interior walls or other ver- tical structural members listing, leaning or buckling to such an extent that a plumb line passing through the center of gravity falls outside of the middle third of its base. (2) Those which, exclusive of the foundation show thirty-three (33) percent or more of damage or deterioration of the support- ing member or members, or fifty (50) per- cent of damage or deterioration of the non- supporting enclosing or outside walls or covering. (3) Those which have improperly distributed loads upon the floors or roofs or in which the same are overloaded, or which have in- sufficient strength to be reasonably safe for the purpose used. (4) Those which have been damaged by fire, wind, flood or other causes to the ex- tent that the structural integrity of the building or structures is less than it was prior to the damage and is less than the requirement established by the Standard Building Code of the Southern Building Code Congress International, Inc. for new buildings. (5) Those in which any means of egress or portion thereof is not of adequate size or is not arranged to provide a safe path of travel in case of fire or panic. (6) Those in which any means of egress or portion thereof, such as but not limited to fire doors and closing devices are in disrepair or in a dilapidated or non- working condition such that the means of egress could be rendered unsafe in case of fire or panic. (7) Those in which the stress in any material, member or portion thereof, due to all im- posed loads including dead load exceeds the working stresses allowed in the Standard Building Code of the Southern Building Code Congress International, Inc.
