<br />- 2 - <br /> <br />(b) Building inspector- the officer charged with <br />the administration and enforcement of this <br />chapter, or his/her duly authorized repre- <br />sentative. <br /> <br />(c) Person- any person, firm, partnership, asso- <br />ciation, corporation, company or organization <br />of any kind. <br /> <br />(d) Structure- that which is built or constructed. <br /> <br />(e) Unsafe buildings- all buildings or structures <br />which have any or all of the following defects <br />shall be deemed to be "unsafe buildings" which <br />are dilapidated, substandard or unfit for h~- <br />man habitation and which constitute a hazard' to <br />the health, safety and welfare of the citi- <br />zens of San Marcos. <br /> <br />(1) Those having interior walls or other ver- <br />tical structural members listing, leaning <br />or buckling to such an extent that a plumb <br />line passing through the center of gravity <br />falls outside of the middle third of its <br />base. <br /> <br />(2) Those which, exclusive of the foundation <br />show thirty-three (33) percent or more <br />of damage or deterioration of the support- <br />ing member or members, or fifty (50) per- <br />cent of damage or deterioration of the non- <br />supporting enclosing or outside walls or <br />covering. <br /> <br />(3) Those which have improperly distributed <br />loads upon the floors or roofs or in which <br />the same are overloaded, or which have in- <br />sufficient strength to be reasonably safe <br />for the purpose used. <br /> <br />(4) Those which have been damaged by fire, <br />wind, flood or other causes to the ex- <br />tent that the structural integrity of <br />the building or structures is less than <br />it was prior to the damage and is less <br />than the requirement established by the <br />Standard Building Code of the Southern <br />Building Code Congress International, <br />Inc. for new buildings. <br /> <br />(5) Those in which any means of egress or <br />portion thereof is not of adequate size <br />or is not arranged to provide a safe <br />path of travel in case of fire or panic. <br /> <br />(6) Those in which any means of egress or <br />portion thereof, such as but not limited <br />to fire doors and closing devices are in <br />disrepair or in a dilapidated or non- <br />working condition such that the means <br />of egress could be rendered unsafe in case <br />of fire or panic. <br /> <br />(7) Those in which the stress in any material, <br />member or portion thereof, due to all im- <br />posed loads including dead load exceeds the <br />working stresses allowed in the Standard <br />Building Code of the Southern Building Code <br />Congress International, Inc. <br />
