<br />1.2 TASK 1 - PRELIMINARY DESIGN <br /> <br />I The Engineer will: <br /> <br />1.2.1 Participate on a Project team comprised of the City's representatives and the Engineer's <br />representatives. The Engineer will meet with the Project team to set the design and production <br />schedule and parameters for all subsequent work, to verify the components within which all <br />Project participants must perform, and to identify all parties and significant deadlines involved in <br />the comprehensive schedule strategy. Based on this information, the Engineer will prepare a <br />detailed schedule of its work for the Project addressing each component of the work to be done, <br />indicating the points of involvement of all project participants. <br /> <br />I <br /> <br />I <br /> <br />1.2.2 Assist the City in connection with the City's responsibility for filing documents required <br />for the approval of governmental authorities having jurisdiction over the Project. <br /> <br />1.2.3 Begin preliminary design utilizing the City's geotechnical investigations. <br /> <br />1.2.4 Understands that the City will provide permitting support from State and federal <br />regulatory agencies, with assistance from the Engineer as necessary. <br /> <br />1.2.5 Provide Preliminary Engineering wherein the Engineer will: <br /> <br />a) Base Map production - Collect previous topographic information in the Park area <br />surrounding Rio Vista Dam. The Engineer will overlay new field surveys provided by <br />the City and examine all topographic information for accuracy in developing a base map <br />for Project development and design. The Engineer will prepare a base map that will <br />show existing surface features including dam crest, spillway, mill race spillway and crest, <br />Cheatham Bridge and San Marcos River, and Park pavilion, and right bank retaining wall <br />starting approximately 100 feet below Cheatham Bridge and extending upstream to above <br />the end of the right bank retaining wall and extending out at least 500' either side of the <br />river centerline. <br />b) Grading Plan - Develop a grading plan for the right bank. <br />c) Existing Hvdrologv and Hvdraulic Models - Collect and review Hydraulic <br />Engineering Center HEC-RAS computer model of the San Marcos River provided by the <br />City through Espey Consultants, the City's consultant on the Flood Protection Plan. This <br />model will be used as the existing condition without project model. <br />d) Design Storm Event - Reach agreement with the City and Texas Commission on <br />Environmental Quality (TCEQ) on which design storm event to use for dam safety <br />purposes. Currentl y, the Engineer anticipates using the 100- year event. The Engineer <br />will provide the City with requested 10, 50, 100, and 500-year flood profiles for the park <br />reach. <br />e) Construction Site Plan - Develop a construction limit line for inclusion on the <br />base map to identify and limit the extent of the contractor's operations. <br />e) Dam Safety Concerns - Provide input to the City and REP on dam safety issues <br />however not be responsible for in-stream design and construction. <br />Halff Prof, Services <br /> <br />3 <br />
