Multifamily residential development, all oriented to the public framework of streets and <br />open spaces. The Mixed -Use Area should be designed to encourage pedestrian <br />movement between Mixed -Use Area and the Low Density Residential Area. <br />B. Prohibited Uses: The following uses shall be prohibited within the <br />Mixed -Use Area of the Property: <br />(1) Drive- through restaurant commercial uses where patrons remain <br />in automobiles. <br />(2) Retail uses containing more than 30,000 square feet of floor area <br />per certificate of occupancy. <br />C. Commercial Building Requirements: All commercial buildings, that <br />may include optional residential uses, must comply with the following requirements. <br />(1) Facades and Exterior Walls: <br />(a) No uninterrupted length of any fagade shall exceed fifty <br />(50) horizontal feet. <br />(b) Ground floor facades that face public streets shall have <br />arcades, display windows, entry areas, awnings, or other such features <br />along no less than 40% of their horizontal length. <br />(2) Materials and Colors: Fagades and roofs shall be of low <br />reflectance, subtle, neutral or earth tone or other colors approved by the <br />Architectural control committee. The use of high intensity colors, metallic colors <br />or fluorescent colors is prohibited. <br />(3) Roofs: Roofs shall have at least one of the following features: <br />(a) If a flat roof is constructed, all sides of the building shall <br />have a mansard or built -up parapet wall roof at least four feet (4') in <br />height. <br />(b) Subject to applicable fire codes, overhanging eaves, <br />extending no less than three feet (3') past the supporting walls. <br />(c) Three or more roof slope planes, if a sloped roof is <br />utilized. This requirement does not apply to flat roofs with parapets. <br />D. Additional Requirements <br />(1) Building Exteriors: The exposed exterior walls of each building <br />must contain 80% masonry, with Hardiplank or other cementitious siding product <br />considered masonry. <br />(2) Exterior Building Lights: Lights shall be placed on buildings in <br />a manner so as not to be a nuisance. <br />(3) HVAC Systems: All ground level air conditioner condenser <br />units must be screened from street view or placed on the roof. <br />(4) Backyard Walls: These shall be constructed 100% masonry <br />materials or wrought -iron or similar fencing. Any gates must be constructed of <br />wrought iron or similar materials. <br />(5) Height: The height of Mixed -Use Area buildings shall provide a <br />harmonious scale transition to the Low Density Residential Area and shall be <br />treated in such a way that will promote architectural identity that is in scale with <br />the community (e.g., articulation of building base and middle with distinctive <br />roof silhouette). An example would be buildings showing a variety of two and <br />three story elevations. <br />(6) Surface Parking Lots: Parking for the Mixed Use Area shall <br />meet the Code requirements applicable to such use.
