<br />I <br /> <br />I <br /> <br />I <br /> <br />6 <br /> <br />regular meeting <br /> <br />january 14, 1980 <br /> <br />page three <br /> <br />Mayor Hansen introduced agenda item #22 and read the caption <br />of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, APPROVING A <br />LEASE OF REAL PROPERTY TO THE HAYS <br />COUNTY WOMEN'S CENTER FOR THE PURPOSE <br />OF PROVIDING A SHELTER FOR VICTIMS OF <br />FAMILY VIOLENCE AND AUTHORIZING THE <br />MAYOR OF SAID CITY TO EXECUTE SAID <br />LEASE. <br /> <br />Melissa Millecam, President of the Board of Directors of the <br />Hays County Women's Center, carne before the Council to explain <br />that the Center had been in touch with city staff members regarding <br />several structures owned by the City in the Victory Gardens area <br />which might be suitable for use as a shelter and that they would <br />like to continue working with city representatives to determine <br />which site would be most appropriate. Mr. Ralph Gonzales carne <br />before the Council to say that he was not opposed to the program, <br />but that at the present time only two houses were vacant and both <br />were needed for temporary residences for persons being relocated <br />in the community. Albert Sierra, Director of Community Development, <br />informed the Council that two additional houses would be vacant in <br />the next two weeks. Mrs. Hortencia Prado, Mr. Frank Villanueva and <br />Mrs. Ramona Rodriguez also appeared before the Council to object <br />to the shelter being located in Victory Gardens Neighborhood. <br />Mrs. Prado told the Council that all houses being considered were <br />in the same neighborhood and that she felt the City and Hays County <br />Women's Center should find locations in other, more suitable neigh- <br />borhoods. Mr. Cavazos said that he couilld see both sides of the <br />question, but that he felt the need for a shelter outweighed the <br />objections to placing it in Victory Gardens, especially since it <br />was on a temporary basis, and moved the Resolution be adopted and <br />that Women's Center personnel and city staff determine the actual <br />structure to be used. Mr. James seconded the motion. Mr. Breihan <br />moved to table the question, saying that he felt more time should <br />be given to locating a more suitable site, and objecting to locating <br />the shelter in the flood plain. No second was made to the motion. <br />Mr. James and Mr. Tenorio said they understood that the first priority <br />of the City was the Community Development relocation project. On <br />roll call, the following vote was recorded on the motion to adopt <br />the Resolution: <br /> <br />AYE: <br />NAY: <br /> <br />James, Tenorio, Breihan, Cavazos, Hyatt, Hansen <br />None. <br /> <br />The Mayor introduced for consideration two requests for location <br />of mobile homes on a 0.784 acre tract in J.M. Veramendi League <br />No.2, I.H. 35 North adjacent to United Campgrounds. Mr. Cavazos <br />moved that both permits requested by Mrs. Sue Wise be approved. <br />Mr. James seconded the motion. Mrs. Wise told the Council that <br />she intended to build a permanent structure on the property. The <br />City Attorney reported that the definition of a mobile home indicated <br />that such a structure was intended for "year around living" and advised <br />Council that they could approve the permits for the intended use but <br />should probably have a policy concerning mobile home use. The motion <br />to approve the permits passed unanimously. <br /> <br />The Mayor introduced a request for a permit to locate a mobile home <br />on Lots 35 and 35, Block 1 of the J.M. Stone Addition, the corner <br />of Faris and Mitchell streets. The applicant, Eva Rodriguez, was <br />not present. The Mayor noted that the Planning and Zoning Commission <br />recommended denial of the request. Mr. Tenorio moved the permit not <br />be approved. Mr. James seconded the motion, which passed unanimously. <br />
