Primary C'rnphas i s wi 11 be g i V(~n <br />to integrQtion of air transport~tion study efforts into local <br />comprehensive planning. The study effort will be limited to <br />the area in the immediate vicinlty of the airport and will in- <br />clude studies of: <br /> <br />o Physlcal constraints resulting from non-aviation acti- <br />vities currently or planned to operate on the airport, <br />and limitations imposed by lnadequate or non-existent <br />utilities, drainage, etc. <br /> <br />o Operational constraints such as the potentlal effects <br />of noise, obstructions, airspace limltations, expan- <br />sion limitations, etc. <br /> <br />o Legisliltive, jurisdictional and regulatory contraints <br />which may affect the extent to which the airport m<1~ <br />be developed. <br /> <br />o Zoning, as it reLltes to alr tr"lnsportatlon facilit_cs <br />wlth speCJ al attention glVC!1 to identification of <1]lY <br />constraints on use of development of the property. <br /> <br />Based upon preliminary information available, it appears that <br />the alrport drainage system has deterior~ted since its cons- <br />tructioIl J_n the early 1940 I S and' a preliminary assessment of <br />dralnage problems and required jmprovements will be made. <br />Neither surveys or detailed design will be undertaken; howev~r, <br />studles wlll be made to identify specific drainage shortco~ings <br />and generalized recommendations will be provided to permit a <br />higher level of land utilization for aviation and alternatlve <br />land uses. To the extent feasible within the budgetary cons- <br />traints of the study, cost estimates will be provided for the <br />drainage improvement program. An interim report of findings <br />ancl conclusions will be presented for review and comment upon <br />completion of this task. <br /> <br />TASK 5 - LAND USE AND FUNCTIONAL PLANS <br /> <br />Upon acceptance of the lnterim report presented in Task 4, lMne- <br />diClte and future <1viClti0n lClnd lIse rC(jUlrements will be deter- <br />mined, ancl an overall plan for bn-airport development will be pre- <br />pared.
