Special attention will be <br />given to beneficial land uses that will serve to enhance the <br />airport image as a good neighbor, and to those activities <br />capable of generuting revenues that can be used for airport <br />purposes. Detailed design of development areas will not be <br />included in the master plan; however, lt is anticipated that <br />at least the following items will be addressed: <br /> <br />o Land required for existing and future aviation needs. <br /> <br />o Recommendations for land use under noise exposure areas. <br /> <br />o Identificatlons of existing and unconstrained future <br />land use patterns in the areCl adjacent to and surround- <br />ing the airport. <br /> <br />o Development of alternative compatibility schemes. <br /> <br />o Selection of preferred alternative, development into <br />a plan, and recommendation of the plan for adoption. <br /> <br />The land use plan for the airport and its environs must be <br />compatible with local comprehensive planning and will be co- <br />ordlnated with the obJectives, policies and programs for the <br />area. <br /> <br />The uniql1e location of San Marcos MunicJ_pal Airport wi th res- <br />pect to various local political subdivisions has given rise <br />to un unusually complex land use control situation. For that <br />reason, CW&A will undertake a generalized study of the rela- <br />tlonship of the airport to other municipalities and the vari- <br />ous county governments which may be affected. This study will <br />include an analysis of possible land use control alternatives <br />including at least the following: <br /> <br />o Land purchase - fee simple. <br /> <br />o Land use controls - master planning, zoning, subdivision <br />regulations, building codes, permit criteria, easements. <br /> <br />o Utilization of financial discouragement of new develop- <br />ment in compatible areas. <br /> <br />o Advisory notlce programs for prospective developers, <br />home buyers and property owners in airport environs. <br /> <br />o Review and analysis of the utilization of capital im- <br />provement programs. <br />
