Primary emphasis will be given <br />to integration of air transportation study efforts into local <br />comprehensive planning. The study effort will be limited to <br />the area in the immediate vicinity of the airport and will in- <br />clude studies of: <br /> <br />o Physical constraints resulting from non-aviation acti- <br />vities currently or planned to operate on the airport, <br />and llmitations imposed by inadequate or non-existent <br />utilities, drainage, etc. <br /> <br />o Operational constraints such uS the potential effects <br />of noise, Obstructions, airspace limitations, expan- <br />sion limitations, etc. <br /> <br />o LegislCltive, jurisdlctional and regulatory contruints <br />which may affect the extent to which the airport may <br />be developed. <br /> <br />o ZOnlng, as it reliltes to air transportation facllitles <br />with speciill attention given to identification of allY <br />constraints on use of development of the property. <br /> <br />8ased upon preliminary Jnformation available, it appears that <br />the airport drainage system has deterior~ted since its cons- <br />truction in the early 1940's and a preliminary assessment of <br />drainage problems and required improvements will be made. <br />Neither surveys or detailed design will be undertaken; however, <br />stu~ies will be made to identify specific drainage shortcomings <br />and generalized recommendations will be provided to permit a <br />higher level of land utllization for aviation and alternatlve <br />land uses. To the extent feasible within the budgetary cons- <br />traints of the study, cost estimates will be provided for the <br />drainage improvement program. An interim report of findings <br />anci conclusions will be presented for review and comment upon <br />completion of this task. <br /> <br />TASK 5 - LAND USE AND FUNCTIONAL PLANS <br /> <br />Upon acceptance of the interim report prc'!sented in Task il, imme- <br />diate and future Llvicltion lclnd \l"'e requirements will be deter- <br />mined, and an overall plan for on-airport development will be IJre- <br />pared.
